AECOM’s Global Support Services \(GSS\) organization resides within AECOM’s Government business line and is comprised of three divisions — International Development, Operations and Mission Support, and Global Programs\. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere\. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world\. GSS supports the U\.S\. Government, non\-U\.S\. Governments and industry clients with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support\.
**Job Summary** AECOM is a global provider of professional technical and management support services to a broad range of markets, including transportation, facilities, environmental, energy, health, water and government\.
AECOM was awarded the Haiti Health Infrastructure Program \(HHIP\) by the United States Agency for International Development \(USAID\)\. Under the contract, AECOM will provide planning, design and construction management services to the upgrading of selected medical facilities in support of strengthening the infrastructure and capacity of the Haitian Ministry of Health\. HHIP is currently hiring for an **Environmental Specialist** to serve as an STTA Consultant\.
**Roles & Responsibilities:**
Coordinate and oversee environmental compliance of HHIP project with USAID Environmental Procedures 22CFR§216
+ Assist in the generation of program\-level documents including the Umbrella Environmental Mitigation Plan and Report \(UEMPR\), project\-level Environmental Mitigation Plan and Reports \(EMPR\), Environmental Monitoring and Tracking Tables, and environmental reporting requirements in the quarterly/yearly reports, as directed in the IEE and as requested by the Mission
+ In coordination with the DCOP, identify appropriate staff to be responsible for the daily operation of the environmental management system and train these staff to implement the system properly and thoroughly
+ Provide presence in project office\(s\) and conduct site visits and inspections of project sites in the field as required
+ Generate or oversee assessments and reports for large\-scale and high\-profile project activities as needed
+ Coordinate work activities with the program DCOP and management staff
Initiate capacity development activities for local\-national staff regarding project environmental compliance and environmental impact assessment methodology
+ Identify, research and disseminate guidance documents, scientific data and country\-wide studies to facilitate and support program objectives
+ Identify needs and perform training, support and monitoring functions for program environmental management team
+ Identify local environmental initiatives and national environmental policies that work in concert with project objectives and provide coordination with these resources
**Minimum Requirements**
+ Bachelor’s degree in Environmental Studies or equivalent Science degree
+ Minimum of 10 years experience in environmental related field with direct emphasis on environmental impact/site assessment, compliance auditing, or environmental regulatory oversight
+ Environmental consulting capabilities with a focus on investigation/field work, construction oversight, knowledge of sampling and testing protocols and use of environmental field equipment
+ Proven interpersonal and communication skills and ability to succeed in a complex foreign environment
+ Capacity development and technical environmental training experience in regions lacking formal environmental regulatory leadership and expertise
+ Technical writing skills in the English language including ability to generate environmental reports, regulatory guidance, and environmental training materials
+ Have the ability to work productively with counterparts and wider project stakeholders\.
+ Be fluent in written and spoken English with good report writing skills\.
**Preferred Qualifications**
+ Work experience in the development field preferred
