Our global network of top\-tier specialists delivers comprehensive services over the full life cycle of a project to benefit clients in government and private industries\. **Job Summary** To be the operational manager and professional head of the Signalling and Telecommunications \(S&T\) discipline within AECOM’s Rail Sector by providing leadership and a focal point for the development of our overall S&T capability\. The post holder will have appropriate knowledge and experience in S&T design and engineering\. The S&T Lead will provide leadership to S&T staff nationally and through workshare initiatives and will represent the Rail Sector at a senior level externally in the industry\. Possessing appropriate industry knowledge, the S&T Lead shall represent the company at conferences, events and meetings, harnessing that knowledge and using it to shape the future strategic direction of the S&T discipline and the Rail Sector in terms of project opportunities and service offering\. The S&T Lead shall, in conjunction with the Systems Sub\-Sector Lead, formulate and deliver in line with the business plan a strategy for growth within the discipline, seeking to double the discipline staff levels from June 2015 levels by end of business year 2017\. The strategy shall also seek opportunities to maximise the discipline’s capability to benefit from opportunities arising from advances in signalling technology commensurate with national and international advances\. The S&T Lead shall, where appropriate, participate in project delivery, applying expertise to complex engineering problems, and a level of utilisation will be expected\. SUMMARY OF MAIN RESPONSIBILITIES: Professional \(1\) Business Development and External Relationships\. a\. To maintain an understanding of the market affecting the signalling and telecommunications discipline and to establish and maintain strong relationships with external Clients and Partners\. b\. To be recognised externally as the head of the S&T disciplines and participate in conferences, RIA meetings and other industry events\. To write and deliver papers which promote the level of expertise available within the Rail business\. c\. To promote externally the capacity and capability of the S&T team and actively seek project and service opportunities\. \(2\) Technical Competencies and Compliance\. a\. To ensure that all engineers in the S&T discipline are appropriately ranked in terms of skills and technical competence and maintain adequate records to monitor this\. b\. To ensure that all relevant licences are kept up to date and that staff are briefed on technical and technology developments in the discipline\. c\. To provide guidance in further development of staff training\. d\. To oversee the technical quality of work carried out by the S&T discipline and work with the discipline teams to ensure that a consistent and acceptable level of quality is provided\. e\. To be proactively involved in the auditing of projects particularly in the early stages of delivery to provide confidence that the S&T outputs are in line with agreed project requirements\. f\. To carry out lessons learnt reviews and instill a culture of continuous improvement\. \(3\) Quality Procedures\. a\. To engage with the Engineering Excellence and Safety Director to ensure that the technical processes and procedures for the delivery of S&T outputs are compliant with company procedures and are robust and updated as and when appropriate\. b\. To contribute to the refinement of the Project Delivery Process by ensuring that refined technical processes and procedures are in place\. c\. To develop standardised delivery processes to ensure consistency of outputs in S&T\. Operational \(1\) Discipline Growth\. a\. To be actively involved in recruitment, the development of workshare opportunities and the development of a substantial supply chain\. b\. To monitor and review market trends and identify future direction and strategy for the discipline, providing advice to the Systems Sub\-Sector Lead in terms of growth and actively participating in achieving the agreed growth plans\. c\. To ensure that UK teams attain and maintain planned resource levels through recruitment and retention management\. d\. To be actively involved in the identification of and subsequent development of Graduates and Apprentices within the discipline and ensure that appropriate levels of mentorship and guidance are provided towards achieving professional status\. e\. To ensure that workshare partners are developed within the company and that the partners are deployed to appropriate project work\. f\. To ensure that potential supply chain organisations are identified, assessed and approved to offer a service in areas outside of the company’s core skills or where there is a shortfall of resource internally\. \(2\) Resource Management\. a\. To ensure that a realistic representation of the discipline resource availability and needs is maintained\. b\. To work with discipline team managers, Regional Managers and Work Winning Manager to ensure that sufficient work is captured\. \(3\) Coordination\. a\. To arrange and chair routine meetings of the key S&T team leaders and communicate matters arising to the Systems Sub\-Sector Lead\. b\. To participate in Safety and Quality management meetings as appropriate and contribute to the direction of the Rail Sector\. c\. To participate in local or other management meetings as appropriate\. \(4\) Productivity of Team\. a\. To manage and deliver the utilisation target of the S&T discipline, measured on a monthly basis against agreed targets within the Business Plan\. b\. To share information with other Rail managers and to ensure that all signalling resources have workload appropriate to skills\. \(5\) Financial Performance of Team\. a\. To be responsible for the P&L performance of the S&T discipline resource pool\. b\. To be responsible for and exert control on items of cost that can be controlled such as travel, accommodation etc\. c\. To ensure that routine P&L matters such as billings, debt collection are managed and controlled, measured by monthly results compared with Business Plan\. \(6\) Quality and Safety Performance of Team\. a\. To ensure that the quality of work is checked prior to issue to Clients, to be measured by performance on individual projects in line with expectations as set out in the Project Delivery Process\. b\. To ensure that technical standards are briefed to the team and that adequate training is provided to ensure that adequate quality can be provided\. c\. To ensure that all work is planned and carried out safely\. \(7\) Reporting and Operational Management\. a\. To provide monthly reports on progress against Business Plan objectives to the Systems Sub\-Sector Lead\. b\. To ensure that all discipline staff are provided with relevant briefings on matters relating to technical, safety and business related matters\. c\. To routinely visit all S&T teams \(including workshare offices\)\. THIS ROLE CAN BE BASED IN SWINDON, BIRMINGHAM, YORK, MANCHESTER or LONDON OFFICES **Minimum Requirements** ESSENTIAL KNOWLEDGE, SKILLS OR ATTITUDE: • In depth knowledge of the S&T Rail business\. Considerable levels of experience in railway engineering with specific experience in the S&T disciplines, as well as business management experience\. • Strong Client facing skills in terms of credibility and knowledge of Rail and particularly the signalling & telecommunications design market • Good communication skills and be respected as the leader of the signalling discipline • A strong understanding of and adherence to the principles of the Project Delivery Process • A strong understanding of the wider business and the ability to influence future Rail Sector direction • Member of relevant Professional Institution\(s\) **Preferred Qualifications** • Must be prepared to undertake the appropriate medical tests appropriate to project and management needs; e\.g\. drugs and alcohol tests • Must be prepared to travel around UK offices and overseas as required to deliver business needs **What We Offer** AECOM is a place where you can put your innovative thinking and business skills into high gear and work alongside other highly intelligent and motivated people\.
