Requisition Number: FS104182 Interest Category: Engineering Interest Sub Category: Engineering - Nuclear Job Title : Emergency Management Specialist Employment Category/Status: full-time Type of Position: Regular Hire Country: U.S. State: Tennessee City: Oak Ridge Minimum Requirements: Minimum Requirements: • Bachelor of Science degree in an appropriate engineering or sciences discipline from a four-year accredited college or university. • Must have a minimum of 10 years work experience, post-graduation, in the nuclear industry in one or more of the following disciplines: o Emergency Management/Preparedness o Accident Analysis o Hazards Analysis o Regulatory Programs o Consequence Analysis o Management/Preparedness o Regulations Analysis/Licensing Documentation • A minimum of 5 years of experience in the preparation of Emergency Management Technical Baseline documents is a must. • Candidate must be eligible to obtain a DOE Q clearance and access to Commercial Nuclear Facilities. • Candidate must be able to travel on business as needed. • Candidate must be open to relocation away from the area should the need arise. • Due to the nature of work, candidate must be a US Citizen. Preferred Requirements: • A minimum of 10 years of experience in one or more of the following listed fields: o Accident Analysis – Experience in using concepts from DOE-HDBK-3010-94 or NUREG/CR-6410 in the development of accident analysis related calculations in complex nuclear environments. Experience in completing dose consequences to onsite and offsite individuals for chemical and radiological releases resulting from flammability issues, spray releases, spills, boiling, explosions, and crushing events is desired. o Computer Software Independent Verification & Validation (IV & V) – Testing and review of computer model and simulation software for quantifying/sensing the effects of chemical, biological, radiological agents released inside facilities, or into the environment (atmosphere, water bodies, groundwater o Emergency Management - Experience in the preparation of Emergency Management Technical Documents (i.e. Hazards Surveys, EPHAs, EALs), emergency planning or preparedness in either the nuclear (NRC / DOE / FEMA-REP regulations) or chemical (EPA / OSHA regulations) industry. Experience in one or more of the following is desired: hazards identification & screening, accident analysis, consequence assessment, drill & exercise. o Hazards Analysis – Experience in the development of hazards analyses in nuclear environments (DOE or NRC). This includes familiarity with the DOE (or NRC) standards and the ability to develop and revise existing Documented Safety Analysis and Hazard Assessment documents for nuclear facilities. Must have a working knowledge (or experience in the implementation) of 10 CFR 830 and DOE Orders and Standards including DOE O 151.1C, DOE G 151.1 – 1A, DOE G 151.1 – 2, DOE-STD-3009-94, DOE-STD-5506-2007, DOE-STD-1027-92, DOE-STD-1189-2008, DOE G 420.1-2, and DOE G 421.1-1 or the related NRC regulations. o Regulation Analysis/Licensing Documentation – Experience in the development, preparation, submission, and defense of licensing/permitting documentation for both NRC and DOE facilities. This will include the revision, updating, or amending existing regulatory documents, license applications, and supporting documents. Knowledge of and the ability to apply the applicable NRC, DOE, and state regulations, orders, standards, guides, etc., to the application and development of the regulatory and license documentation is required. o Regulatory Programs – Experience in performing day to day support of the facility operations with respect to the emergency management and safety basis documentation in compliance with DOE and federal regulations. Assist in safety basis implementation activities such as procedure review, implementation planning, and assessments.
