Bachelor’s degree in Engineering or Facility Management or other relevant discipline, or demonstrated equivalent combination of education, training and experience. 2. In addition to education requirements, entrants to this position require 8 years operations/maintenance experience, including 5 years with supervisory responsibilities in a technical field. 3. Progressive career experience in facility maintenance management. 4. Working knowledge of purchasing and/or utilizing and managing subcontracts or vendors. 5. Staff management experience, including disciplinary action, hiring, terminating, and performance appraisals. Preferred Qualifications: • Predictive maintenance experience, including areas such as IR scanning, ultrasonic , vibration and oil analysis, testing, life cycle studies, incident reports, root cause analysis and/or additional data gathering programs. • Vibration Analysis Training and Certification. • Experience utilizing a CMMS (computerized maintenance management system). • Experience with Microsoft Office programs such as Power Point and Visio. • Certification or formal training from Facility Maintenance Organizations such as IFMA, AFE or BOMA. • Experience developing and managing a budget. • Consistent demonstration of the ability to proactively identify potential problems or opportunities, analyze issues using all appropriate resources, develop alternatives, and arrive at the optimum approach to mitigate problems or leverage opportunities. • Experience in contract negotiation. • Experience with Microsoft Office programs such as Excel, Outlook, Word. Physical Requirements: • Requires ability to read and understand information contained in a variety of documents or displayed on a computer screen. • Requires ability to use a variety of office equipment and to operate a computer keyboard to access data bases, to send/receive messages and to prepare documents. • Must be able to communicate verbally and in writing in English. • Must have the visual ability to determine on screen color changes to SCADA monitored equipment. • Must be able to work at heights greater than 50 feet. • Must be able to communicate with others via radio, telephone and computer/text. • Have the ability to regularly lift up to 50 lbs. • Have the ability to regularly climb extension ladders, roof ladder, stepladders, and stairs at least 10 times during shift. • This position requires the ability to either sit for long periods of time or walk extensively both indoors and out in any weather during the course of a 12 hour shift. • Have the flexibility to bend/stoop, squat repetitive during shift. • Have the ability to regularly kneel repetitive for shift. • Have the ability to move in a 90-degree fashion on a repetitive basis for shift. • Have the ability to stretch/reach on a repetitive basis for shift. • Have the ability to walk extensively throughout the plant for shift. • Must have the manual dexterity to use a variety of tools and test equipment associated with the trade. Job Description: URS, an AECOM company, is seeking a Facility Site Manager in Bethesda, MD contingent on the award of new business. This position is responsible for the overall operation of the project/contract including ensuring the safety and well being of its employees, safeguarding company funds and property, and generally representing the company with respect to the client. The Facility Site Manager directs a workforce of technicians and professionals engaged in a variety of activities in the management of various types of facilities. This position ensures that established company goals are realized while maintaining client relations that will enhance future business, and has total responsibility for managing all aspects of the contract. Essential Functions • Specific Responsibilities o Manages 24x7 operations and maintenance function to include such facilities as research campuses, office complexes, industrial plants, etc. o Maintains 24x7 operations of all critical building support systems (HVAC, Electrical, Lab support, etc) o Provides 24x7 up time to onsite computer server facility, UPS (Uninterruptable Power Supply) systems and emergency/critical generators o Develops, plans, and implements annual shutdown program for preventive maintenance activities o Manages multiple subcontractors supporting the operations and maintenance functions o Develops budgets and manages expenditures o Manages all aspects of the contract with the client • Shows strong technical background and understanding of: o Critical nature of the client’s work environment including the particulars of facilities such as research campuses, office complexes, industrial plants, etc. o Technical writing with an understanding of the value of procedures. o Technical knowledge of industrial electrical and mechanical systems with the ability to prioritize, assign, track and trend equipment history. o Manages contracts, contractors, suppliers and other service providers. o Manages workflow through the use of Computerized Maintenance Management Systems (CMMS) o Writes and modifies maintenance work orders to improve equipment performance o Provides maintenance planning and scheduling o Possesses knowledge of reliability maintenance • Good customer relations and a client partnering mentality: o Maintains daily communication with the client, ensuring “no surprises.” Relationship with client must be maintained at the highest level at all times. o Demonstrates a sense of urgency about customer response and addressing issues. o Experience with developing and presenting key performance indicators. o Team building skills. o Works with key senior client management in ensuring exemplary daily operations support. o Solid objective and logical thought process (problem solving skills). o Facilitates meetings with a variety of attendees. o Has solid background in human resource issues including hiring and counseling. o Ensures resolution with conflicts in the workplace. o Promotes continuous improvement, sets goals and objectives and meets the schedule. o Organizational skills to keep track of compliance issues. o Supports Business Development and Business Unit management in contract negotiations with customers • Safety Consciousness: o Provides leadership to the operation insuring an accident free workplace. Walks the talk. o Ensures the safety of all employees and tenants of the facility o Ensures establishment of comprehensive site ES&H and Crisis Management Plans. o Ensures that the Plans are aggressively monitored and requirements are enforced. o Actively participates in execution of the plans, including emphasizing the plan in new hire orientation. o Establishes and monitors comprehensive lock out /tag out procedures. o Maintains appropriate Job Hazard Analysis for all work and develops JHA’s as appropriate for new or altered work. • Leadership: o Exhibits confidence and positive attitude about the project and the Company. o Demonstrates strong interpersonal skills (e.g., conflict resolution, team builder). o Maximizes full use of company’s resources. Clearly understands the roles, responsibilities, authority, and accountabilities of each team member. o Delegates effectively. o Anticipates operation’s needs and provides good direction without constant supervision to achieve results. o Demonstrates through experience, knowledge, and skill in managing service providers for mechanical work, electrical, plumbing and specialty vendors. • Employee Relations: o Hires, terminates, trains and ensures all work activities are completed in a manner that exceeds the client’s expectations. o Promotes employee development. o Uses technology tools to improve technician knowledge and certification. o Creates/maintains a succession plan. o Provides mentoring to team members as needed. o Develops and ensures current Individual Development Plans are in place for all employees. o Maintains a program of self-development. • Communication Skills: o Demonstrates consistent, effective, and efficient written and oral communication skills (client, employees, suppliers, subcontractors, management, etc.). o Ensures communications are frequent, complete, and frank.
