GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere\. Governments and industry clients with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support\. **Job Summary** The primary position responsibility for a **Vice President, Contracts for the Intelligence Community Strategic Business Unit \(SBU\)** is to provide cradle\-to\-grave contract administration on all Federal and Commercial contracts within the SBU\. To effectively carry out this responsibility, the selected candidate is expected to be an essential component of an integrated SBU leadership team\. To this end, the VP Contracts will provide contractual advice and guidance to Program Managers, Capture Managers, Pricing Managers, Business Managers, and any other required personnel throughout the business acquisition lifecycle from the identification of an opportunity through contract award, performance, and subsequent close\-out\. The VP Contracts will proactively work with all appropriate personnel at the earliest possible phase in the acquisition lifecycle to help develop strategies to increase probability of win, minimize administrative requirements, mitigate risks, and maximize achievement of financial objectives\. Essential Responsibilities: + Act as a strategic business partner and provide contractual counsel to the Executive Vice president/General Manager of the SBU + Interface externally, and develop trusted relationships with customer Intelligence Community contract and program organizations + Work closely with all other SBU and Group leadership/management staff including Business Operations/Finance, Business Development, Human Resources and Safety, Health and Environment Group leads\. + Lead, mentor and develop team of Contracts, Subcontracts & Procurement personnel within the SBU\. + Exercise judgment within defined practices and policies in selection of methods, techniques, and evaluation of criteria for obtaining results\. + Work as required with other functional areas to ensure that budgets, schedules, compliance, quality and performance requirements are met\. + Serve as the primary point of contact with the customer’s contracting official\. + Lead negotiations for all facets of contract requirements\. + Review and analyze contract documents to determine contractual obligations\. + Provide continual review and administration of assigned documents to ensure potential issues are identified prior to becoming problems, determine and communicate whether all terms and conditions are being met, and ensure identified problems are communicated to executive leadership for resolution in a timely manner\. + Organize and manage contract documentation\. + Collect and analyze contractual data on existing government contracts, prepare teaming agreements/NDAs, and prepare ad hoc reports\. + Analyze and convey to senior management the necessary requirements of customer’s RFP\. + Work with Business Operations Managers and the Pricing Department to provide guidance for establishment of cost and pricing data for the development of proposals in accordance with customer’s request for proposals \(RFP\) specifications\. + Prepare the contractual and administrative portions of any cost or business volume of a proposal to include, but not limited to: cover letter, financial statements, representations and certifications, cost narrative, proposal assumptions, contingencies, sample contracts, or other terms & conditions\. + Perform special projects as required\. **Minimum Requirements** + Bachelor's degree in Business Administration or equivalent and at least 10 years of job\-related experience\. + Excellent communication and negotiation skills; working knowledge of word\-processing, database, spreadsheet programs and integrated software applications are required\. + May require travel\. + A current Top Secret/SCI with Polygraph clearance\. + Extensive experience working with Intelligence Community clients\.
