Or Completion of 80 semester credit hours in technical subjects related to the position such as nuclear technology, engineering, or a related science; and a minimum of 10 years of high hazard chemical / nuclear facility operations experience. Experience: Minimum of 10 years related management and supervisory experience, at least 2 years of which are at the facility where the appointment is made or a similar high hazard chemical / nuclear facility. Has plant/facility operational knowledge consistent a Facility Manager's job position. Previous experience at a Vitrification Facility and as Facility Manager at a DOE Site is preferred. Job Description: URS Corporation is seeking a Deputy Plant Operations Manager to be located at our Richland, WA location. Reports to the Plant Operations Manager and is responsible for supporting all execution activities for WTP Plant Operations. Ensures work executed by WTP Plant Operations staff is in accordance with Plant Operations and other applicable project procedures in accordance with policies and all applicable laws, regulations, Contract, Authorization Basis, and technical requirements. MAJOR RESPONSIBILITIES/DUTIES/TASKS • Supports management of the Plant Operations functions including Operations, Maintenance, and associated Training / Procedures personnel • Supports Plant Operations Manager with integrating Plant Operations activities with other Project functions • Provides input and requirements regarding operability, maintainability, and inspectability • Ensures adequate programs are in place to select, train, and qualify operations, maintenance, laboratory technicians, radiological technicians, and technical support personnel • Reviews and provides input to operations and maintenance related programs and procedures • Ensures operations and maintenance activities for facility turned over to Plant Operations are in compliance with policies and applicable laws, regulations, Contract, Authorization Basis, and technical requirements • Assists with managing the care, custody, and control of systems/facilities/areas after acceptance of turnover by Plant Operations. This includes ensuring that configuration control is maintained • Ensures operations and maintenance are conducted in accordance with policies and all applicable laws, regulations, Contract, Authorization Basis, and technical requirements • Provides input to the Projects overall budget and ensuring adherence to budgetary constraints • Coordinates communication among support groups and the area facilities to ensure optimum support of completing Plant Operations department scope • Performs observations and assessments to ensure activities are safely and correctly conducted • Performs investigations following abnormal occurrences to identify and correct the cause • Keeps senior management informed of the operational status of each of the areas facilities • Interfaces with regulators, stakeholders, and the DOE regarding plant operations planning and execution • Participates in Project and Mission planning and strategy sessions • Supports transition of Plant Operations personnel, programs, and facilities to the future WTP Operating Contractor at completion of WTP Contract scope SUPERVISORY RESPONSIBILITIES • Maintains established performance standards for Plant Operations Department and adherence to those standards • Identifies resource needs to support priorities and goals • Suspends any and all activities that may be considered unsafe or in violation of approved procedures at the facility • Performs delegated functions as directed by the Plant Operations Manager • In the Plant Operations Manager’s absence, perform the duties of the Plant Operations Manager URS and AECOM have joined together as one company.
