Experience:
This is a mid-level commissioning position with an associate’s degree in engineering (or equivalent work experience) with a minimum of 12+ years experience. Five (5) years experience in Commissioning or Start Up Test Engineering.
- Advanced excel, access, and word skills
- Working knowledge of Microsoft Office
- Preferred experience in field engineering, safety, and document controls
- Strong organizational skills
- Ability to work independently with some validation of execution
- Working knowledge of system turnover
- Ability to assist in coordination of system turnover work (plan, schedule, and monitor progress of project activities)

- General knowledge of industry construction codes and standards
- Working knowledge of project execution
- Ability to review and understand engineering drawings (e.g. Piping and Installation Diagrams (P&ID) and single lines, etc.)
- Developing ability to review other project drawings (e.g., wiring diagrams, general arrangement drawings, layout drawings, etc.)
- Detailed knowledge of safety requirements for field assignments
Job Description: URS Corporation is seeking a Commissioning/Start Up Test Engineer to be based at our Richland, WA location.
The Commissioning/Start Up job family is responsible for all activities relating to operations and maintenance activities associated with permanent plant equipment and systems. The Commissioning Specialist will be directly responsible for reviewing designs for operability, maintainability, and testability; and implementing the test program to verify required system capabilities.
This is a mid-level commissioning/start up position with an associate’s degree in engineering (or equivalent work experience) with a minimum of 12+ years experience and at least 5 years experience in start up test engineering or commissioning. Under direction performs complex assignments within approved schedules and budgets. This position is expected to utilize independent decision-making regarding resolution of problems. May supervise assigned personnel, including assigning complex work, setting work priorities, and evaluating and training. This position may coordinate technical and administrative activities with employees in other disciplines and other departments participating on an assigned project.
The Commissioning/Start Up Test Engineer performs the following duties
Summary:
- Work independently with some validation of execution and moderate management oversight
- Communicate procedural requirements to team and ensure compliance
- Participate in creation of project-specific procedures, as required, with supervision and management validation
- Perform field assignments for extended periods of time
- Perform work in indoor/outside field environments
- Perform minor physical activities as required (frequent walking, climbing (stairs, ladders, scaffolding, etc.)
- Understand system design and operation, including environmental, safety, and health aspects and regulatory conformance
- Remain apprised of operational status and resolution of completion activities
- Interface with Construction, Startup, Engineering, Plant Operations, and project support groups
- Complete required training and maintain qualifications associated with assignments
- Identify deficiencies and initiate corrective/completion tracking
- Develop and maintain schedules for System and Area turnover activities
- Working closely with Engineering, Construction, Startup and Operations organizations ensuring system and area turnovers are completed per the facility schedule.
- Review turnover packages provided by Construction and Startup for completeness, and recommend acceptance of system or area to the Facility Acceptance and Transition Manager
Additional Details:
- Participating in walk downs and assuring identified open items are completed, punch listed, as appropriate
- Implementing the Turnover process for assembling and tracking of Turnover documents that record construction, startup, and plant operations completion activities
- Ensure EPC deliverables within InfoWorks
- Issue reports and status punch list
- Working in conjunction with the Facility Turnover Lead and Facility Acceptance Managers to ensure proper implementation of Turnover Program
The Commissioning/Start Up Test Engineer reports to the Facility Acceptance and Transition Manager or Facility Turnover Lead.
