Preferred Requirements
• MBA or MS desirable
• Bachelor’s degree in Supply Chain Management
• Comprehensive knowledge of government/commercial procurement directives, FAR, and DEAR
• Demonstrated experience with industry codes, standards, Davis Bacon, general construction operations, contract terms, and conditions negotiations
• Certified Professional Contract Management or Certified Purchasing Manager certificate
• Membership in the National Contract Management Association (NCMA) is highly recommended.

Job Description: Savannah River Remediation, an LLC of AECOM is seeking a Sr. Buyer to be based in our Aiken, SC location.
Summary:
Solicits, negotiates, places, and administers subcontracts for the purchase of goods and services including complex construction projects and manufactured equipment for the company. Ensures appropriate fiscal responsibility is maintained and required policies, procedures, codes, standards, and federal regulations are properly adhered to and translated into legally binding contractual documents to protect and minimize the exposure of government and company liability, monetary and property loss, litigation, and disputes.
Responsibilities
• Effect procurement plans, negotiate and administer subcontracts to include pre-planning, RFP, source selection and milestones, subcontract type, scope of work, analysis, award, post award concerns, terms and conditions, change notices, audits, timely renewals, expirations, innovations, resolution of problems, and 100% compliance with the terms and conditions of invoices submitted.
• Award and administer major Fixed Unit Price Basic Ordering Agreements, other Fixed Price Subcontracts, and Cost type Procurements.
• Provide leadership and serves as a resource to less experienced personnel. Orient buyers to necessary skills and strategies related to procurement and direct the activities of buyers as assigned.
• Identify, plan, and approve procurement actions. Develop strategies and negotiations consistent with company prime subcontract requirements, procurement department procedures, and Department of Energy directives.
• Facilitate and implement corrective actions for supplier quality and delivery problems.
• Perform feasibility studies, cost/price analyses, and close outs of subcontracts.
• Prepare contractual documents and correspondence (internal and external) to ensure compliance with all Federal laws as well as prime subcontract.
• Facilitate and record subcontract progress meetings.
• Perform reporting, including but not limited to, statistical, weekly performance, and open requisition.
• Administer existing purchase orders/subcontracts including the review of invoices to ensure 100% compliance to terms and conditions for invoices submitted.
• Other duties as assigned.
