AECOM’s Global Support Services \(GSS\) organization resides within AECOM’s Government business line and is comprised of three divisions — International Development, Operations and Mission Support, and Global Programs\. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere\. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world\. GSS supports the U\.S\. Government, non\-U\.S\. **Job Summary**
The key goal of the USAID Mali Livestock for Growth \(L4G\) program is to improve the quality of livestock, expand market access and incentives, and include poorer households in livestock value chain development\. The program targets herders and small producers who do not have reliable access to inputs or financial services, particularly female producers, who are largely isolated from markets and training programs due to cultural norms\. L4G also considers youth to be a vulnerable population due to their lack of access to education, land, financial services, extension services, and high rates of unemployment\.
L4G carries out activities in close collaboration with local partners, including the Mopti provincial government agencies, Cercle governments, Commune mayors, livestock business groups, producer organizations \(POs\), and women’s and youth groups\. Significant L4G Year 1 activities include: train private sector veterinary service providers to build their businesses and engage producer clients on improved livestock health management; work with for\-profit livestock POs to improve member income and create resource management plans to better manage pastureland and water\. Additionally, L4G promotes agroforestry systems \(including Moringa\) and provides technical assistance for water harvesting and water storage to improve availability of livestock fodder into the dry season to prolong the forage growing season, and to improve livestock access to water\. L4G focuses on the livestock production and trading center of Mopti, targeting 21 communes in Bankass and Koro cercles with the potential to add seven communes in Bandiagara, Djenne and Mopti\.
Roles and Responsibilities
Under the direct supervision of the Deputy Chief of Party in the Mopti/Sevaré regional office, the Program Manager ensures the smooth running of existing L4G field offices in Bankass and Koro and proposed field posts in Bandiagara, Djenne, and Mopti\. Field Coordinators and Technicians in these offices work collaboratively with program beneficiaries \(local officials, producer organizations, state technical services, village animators, veterinarians and other private sector stakeholders in the livestock value chains\)\.
Specific responsibilities include:
+ Directly supervise field coordinators and technicians in Bandiagara, Bankass, Djenne, Koro and Mopti field offices in the implementation of L4G activities in their areas of intervention\.
+ Contribute to biweekly, monthly, quarterly, and annual reporting to USAID, collecting inputs from sub\-offices and technical specialists in the Mopti/Sevaré regional office\.
+ Ensure field offices follow AECOM procedures and comply with USAID regulations when organizing activities\.
+ Collaborate with Monitoring & Evaluation team to monitor and evaluate program performance against established indicators\.
+ Coordinate with operations staff as appropriate for program procurement\.
+ Develop and maintain collaborative relationships with Malian government and civil society stakeholders, international NGOs, and donors;
+ Perform other duties and activities as required for the successful management of the field offices and effective implementation of program strategy\.
+ Any other duties that might be assigned by the COP or DCOP\.
**Minimum Requirements** The Program Manager must have good management skills, sound judgment, excellent oral and written communication skills, and the ability to work cross\-culturally\. The Program Manager should also have the ability to mentor and build the capacity of local staff\. The individual should also possess the flexibility and willingness to work in locations with basic work and living arrangements\.
In addition, the individual should meet the following minimum qualifications:
+ 5\-10 years or more of work experience in international development, preference for experience in West Africa;
+ 1\-2 years of supervisory experience, particularly in cross cultural settings;
+ Experience working on livestock, veterinary medicine, agronomy and/or agroforestry programs;
+ Familiarity with USAID rules and regulations;
+ Degree in international development, agronomy, animal husbandry, veterinary medicine or other relevant area;
+ English Oral and written fluency and strong French language skills are required\.
**Preferred Qualifications**
+ Ability to speak Bambara or other local languages is an asset\.
