Bachelor's degree in Business Administration and at least 5 years of job-related experience or equivalent. Good written and oral communication skills; familiarity with word-processing, database, spreadsheet programs and integrated software applications are required. Job Description: Responsible for all aspects of subcontract and purchase order administration. Provide an effective contract and procurement management program which ensures compliance with requirements of procurement activities, focusing on administration of subcontracts. Perform liaison function between internal and external customers. Essential Responsibilities: 1. Monitor the administration of prime contracts and subcontracts including the review and approval of contract and modifications. 2. Manage/coordinate proposal activities to include developing bid strategies, risk analysis, OCI Plan, Small business plan, Representations and Certifications, approving proposals for submission. 3. Ensure compliance with governmental law, Company, and divisional policies on contracts and procurement. 4. Provide interpretation of contracts, organizes or processes correspondence with contracting parties and monitors fulfillment of contractual obligations. 5. Prepare and review cost proposals including analysis of solicitation requirements, and development of proposal responses. Ensure proposal compliance with RFP requirements. 6. Monitor Small Business activities, including coordinating with technical staff, maintaining records and support report preparation and submittal. 7. Negotiate terms and conditions with government/commercial customers and subcontractors. 8.. Coordinate with accounting department in administering contract invoicing and payments, job cost management, contract audit/filing and close-out process. 9. Draft/review/negotiate teaming agreements. 10. Evaluate subcontractors proposals and quotations, including conducting negotiations and or discussions, and developing source selection criteria. 11. Responsible for communication and correspondence to and from customers regarding contracts and procurement matters. 12. Provide suggestions to others as a subject matter expert. Perform all other position related duties as assigned or requested. Work Environment, Physical Demands, and Mental Demands: Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must posses planning/organizing skills, and must be able to work under deadlines.
