GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere\. Governments and industry clients with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support\. **Job Summary** The Southern Africa Trade Hub \(the Trade Hub\) is seeking a qualified **Investment Policy Reform Advisor** for a short term assignment\. The Trade Hub is a five\-year USAID\-funded project operating throughout the Southern African region\. It provides targeted technical assistance to governments, the private sector and civil society organizations to advance regional trade within Southern Africa while incorporating gender integration, environmental compliance and strategic outreach in all activities\. In 2006 The Southern African Development Community \(SADC\) Protocol on Finance and Investment which requires calls for the development of an investment policy strategy and requires Member States to coordinate their investment regimes and cooperate to create a favorable investment climate within the region\. In response to this program, Regional Action Program for investment \(RAPI\) was launched in 2012\. A key element of the RAPI has been the development of an Investment Policy Framework \(IPF\) for Southern Africa\. The IPF involves three phases\. This consultancy will be focused on Phase Three: Activities and tools to facilitate implementation of the action\-oriented guidance developed in phase two\. This phase is now starting and will need to be sustained for several years\. Trade Hub is looking for applicants from each of the following member countries **Botswana, Madagascar, Malawi, Mauritius, Seychelles, Tanzania, Zambia, Zimbabwe, Mozambique and the Democratic Republic of Congo** \(which henceforth will be referred to as “the member countries”\)\. This assignment’s level of effort is thirty days long, and will take place throughout July\-September 2015\. **Objectives of the Consultancy:** As a part of Phase Three of the IPF, the Southern Africa Trade Hub will be developing “Investor Road Maps” for ten SADC countries\. The SADC Secretariat expects the latest draft of its regional guidance on investment policy to be formally adopted during the SADC 6th Investment Focus Group Meeting that is scheduled to take place in Johannesburg in July 2015\. This meeting will, in effect, represent a formal transition of focus in activity from the Regional\-level to the Member State\-level\. This assignment is designed to provide technical support officials in one of the member countries following the July Focus Group Meetings to help catalyze action towards the establishment of a National Action Program on Investment for the member countries\. The consultant will work closely with the officials that represent their Member State in the SADC Investment Focus Group – or their designees – to plot a way forward for the development of a National Action Program on Investment \(NAPI\)\. **Responsibilities:** Working with the Trade Hub Enabling Environment Director and Environmental Specialist, the key tasks for the consultancy include: + Work closely with the officials that represent the member countries in the SADC Investment Focus Group – or their designees – to plot a way forward for the development of a National Action Program on Investment \(NAPI\)\. - Prioritization of Action Areas * Help counterparts elaborate on the action area prioritization exercise that was first introduced in the 5th session of the SADC Investment Focus Group - NAPI Readiness Assessment * Be able to assess the level of readiness of one of the member countries to launch a NAPI, to outline potential architecture for the reform platform, and outline steps that should be taken to address issues with readiness before an effective NAPI is launched **Minimum Requirements** + A minimum of ten years of relevant and practical working experience\. + Current resident status in the member country the consultant will offer his/her services in\. + Knowledge of the investment climate in the member country the consultant will offer his/her services in\. + Experience and understanding of the key technical concepts involved in investment policy harmonization and investment climate reform\. + Experience in government and policy\-setting organizations\. + Prior experience working on initiatives funded by, or sponsored by, the Southern African Development Community \(SADC\) Secretariat\. + Experience working with leadership/high\-level representational offices on policy and advocacy issues at the national or global level\. + Excellent organizational, inter\-personal, and analytical skills\. + Excellent verbal and written communication skills in English\. **Preferred Qualifications** + Experience managing training with both private and public sector participants + Excellent written and oral communication skills\. **What We Offer** AECOM is a place where you can put your innovative thinking and business skills into high gear and work alongside other highly intelligent and motivated people\.
