Bachelor's degree in Engineering and 15 years of work experience of which five years should be managing complex IDIQ contracts and task orders. Requires training and work experience in the following areas: RF spectrum, Electromagnetic Environmental Effects (E3) disciplines (EMI/EMC/RADHAZ), Interference Resolution, Spectrum Management/Spectrum Supportability including NTIA certification and SSRAs; Communications, Radar, and Electronic Warfare systems; DoD system acquisition, testing, analysis, program management, risk mitigation, and quality assurance. Desirable that PM possess either a Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) or a Project Management Professional (PMP) certification from the Project Management Institute (PMI).

Job Description: AECOM is seeking a Program Manager for our Defense Spectrum Organization (DSO) contract. The selected candidate will supervise and manage engineering support across a wide range of Electromagnetic Spectrum (EMS) program activities. These activities will include electromagnetic spectrum operations (EMSO) and interference resolution support to DoD Component Commands; Electromagnetic Environmental Effects (E3) support including EMI, EMC, RADHAZ analyses, testing, standards, and training; spectrum certification and frequency assignment data management; and strategic planning support including emerging defense and commercial spectrum technologies (e.g., DSA), national and international planning, and spectrum sharing/relocation/reallocation initiatives.
Essential Responsibilities:
•Supervise, coach, and lead multi-disciplinary technical and/or non-technical work teams in the accomplishment of goals and tasks in support of specific EMS programs.
•Interface with DoD customers to determine specific needs and requirements, develop cost and technical proposals in response to Task Order (TO) Performance Work Statement (PWS) requirements, and be responsible for contract deliverables.
•Develop detailed staffing requirements, assignments, and plans to meet customer needs and TO requirement.
•Develop required technical, financial, and management documentation in support of customer and AECOM technical and programmatic reviews.
•Financial oversight of the Contract, including risk assessment/management and forecasting.
•Seek and develop new business opportunities within DSO and supporting/supported organizations.
