**About the Business Line** **Government**
AECOM’s Global Support Services \(GSS\) organization resides within AECOM’s Government business line and is comprised of three divisions — International Development, Operations and Mission Support, and Global Programs\. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere\. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world\. GSS supports the U\.S\. Government, non\-U\.S\. Governments and industry clients with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support\.
**Job Summary** The Transition Initiatives for Stabilization Plus \(TIS\+\) is a program funded by the United States Agency for International Development \(USAID\) and implemented by AECOM International Development Inc\. The TIS\+ program aims to promote peace and stability in Somalia by increasing the visibility of, and confidence in Government through improved service delivery, creating collaborative and strategic partnerships among government institutions, the private sector, civil society and communities\.
The Technical Coordinator will be responsible for coordination of community cohesion activities and community with government relations through strategic engagement of both government and citizens in inclusive processes guiding TIS\+ Objective 1 activities\.
The specific roles for the coordinator include but are not limited to;
+ Support and help coordinate, in collaboration with the program staff, the joint design, development and effective implementation and monitoring of community driven activities;
+ Support the design, development and relevant revisions of tools, assessments and materials as required;
+ Coordinate community assessments and identify areas for intra district cooperation and linkages to federal plans;
+ Support development of memorandum of understanding \(MOUs\) with the local governance authority to promote local buy in and ownership;
+ Support the clarification of roles and responsibilities to enhance sustainability in collaboration with the project officers;
+ Participate in planning meetings and dialogues where necessary to advance the process of engagement;
+ Advise the TIS\+ senior staff and field staff on areas of potential quick impact activities\.
**Minimum Requirements**
+ 10 years’ experience implementing community cohesion and/or government relations related programs\.
+ Demonstrated knowledge of and experience of program / project implementation in Somalia\.
+ Bachelor’s degree in a relevant field\.
+ Fluent in written and spoken English\.
+ Fluent in written and spoken Somali\.
