Position Description: Administers and provides technical, schedule and cost control oversight for low to medium risk subcontracts or single subcontracts that are broad in scope, with moderate complexity. Direct subcontractor to perform the technical and administrative requirements set forth in the subcontract documents. Summary Contribute to the administration of labor agreements to ensure achievement of harmonious working relationship between construction management, hourly craft employees and union representatives to achieve high levels of uninterrupted work and equitable treatment of covered individuals. Responsibilities • Perform routine analysis on immediate and anticipated labor problems, derive proposed solutions and implement corrective actions to prevent work stoppages and construction schedule delays • Interpret and administer applicable labor union contracts / agreements and enforces work rules • Analyze jurisdictional work assignments based on local precedents and practices • Assist in conducting informal and formal grievance hearings in accordance with applicable labor union contracts • Keep abreast of all federal, state, and local labor laws and related legislation applicable to construction labor union employees. Gain knowledge and on-the-job professional experience on the intricacies of labor relations to become fully versed in the field • Support local recruiting efforts for manual employees through the local labor unions and coordinates with regional union representatives when nationwide recruiting is required • Work with local labor union officials towards meeting affirmative action goals applicable to the manual labor force and to meet apprenticeship ratios as established in labor union contracts • Conduct job site training programs for manual employees and their supervisors such as: work rule enforcement, resolution of grievances, jurisdictional work assignments, and contract / agreement and equal employment opportunity / affirmative action policies and procedures for manual employees • Prepare reports to cover issues such as: documentation of events leading to work stoppages, grievances, equal employment opportunity commission, national labor relations board and arbitration proceedings.
