**Job Summary** This positions is part of the Construction Management team on the MTA Capital Construction East Side Access Project, a multi\-billion dollar rail improvement project improving mobility within the Long Island Transportation Corridor\-specifically commuter rail access between Long Island and the East Side of Midtown Manhattan\.
The Staff Analyst will support the Senior Director, Program Support in the oversight and financial reporting of MTA Capital Construction's $10\.2 Billion East Side Access Project \(ESA\) and the $660 million Regional Investment \(RI\) budgets\. The Staff Analyst will liaise with various MTACC departments, MTA agencies and external agencies including MTACC Project Controls, Senior ESA Management staff, MTA Headquarters, LIRR, MNR and Amtrak\.
Responsibilities of this position include, but are not limited to, those listed above\.
• Support the Sr\. Director, Program Support in budget, funding, accounting and cost reporting for ESA and RI
• Assist in the development and maintenance of multi\-year Commitment Plans for ESA and RI
• Monitor progress of project, scope of effort, schedule and contracting methods to assess the impact of these on the project budget, funding strategies and fund availability
• Analyze, reconcile, maintain and report on various account budgets, such as Legal, Real Estate, Utilities, GEC, OCIP, and Amtrak
• Monitor costs to ensure funding and commitment authority are adequate to progress ESA, RI and Non\-ESA activity and meet funding allocation needs as well as funding partner reporting needs
• Investigate deviations from the budget and forecast as well as identify corrective action
• Support the MTA Capital Program WAR Certification processes as well as the administration of budget modifications and funding requests in accordance with MTA Capital Program policies
• Assist in the maintenance of the Impact system including tasks and WARs, Non\-ESA funding, budget and schedule updates
• Generate reports and integrate information from a variety of informational databases
• Conduct ad hoc research and analysis, as well as generate reports to support finding
• Respond to requests for information
**Minimum Requirements** • Bachelor's Degree in Finance, Accounting or equivalent
• Minimum two years of experience in Finance/Accounting
• Knowledge of reporting systems and databases
• Working knowledge of Microsoft Office \(Word, Excel, PowerPoint, Access\) and Outlook
• Strong written and oral communication skills
• Must be extremely detailed oriented and organized
• Ability to work under pressure and manage deadlines a must
