AECOM’s Global Support Services \(GSS\) organization resides within AECOM’s Government business line and is comprised of three divisions — International Development, Operations and Mission Support, and Global Programs\. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere\. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world\. GSS supports the U\.S\. Government, non\-U\.S\. **Job Summary** AECOM International Development is seeking an **Associate Program Manager \(APM\)** for the Agriculture and Food Security practice in the Economic Growth, Governance, and Agriculture \(EGGA\) division\. The APM serves as central member of the home office project management unit \(PMU\), which manages client contracts, supports project field operations, and coordinates home office project backstopping\. The APM is responsible for overall operational, contractual, and financial management of the project, coordination and management of field office operational staff, and serves as AECOM’s operational representative to client technical and contracting officers for several projects\. The APM supervises one or more Program Coordinators, providing guidance, training, and mentorship as part of the PMU or the broader team\. In addition, the APM regularly contributes to business development efforts and participates in divisional and corporate initiatives\.
**Principal Duties and Responsibilities:**
+ Responsible for overall project management from award through closeout, including contractual compliance, financial management, and oversight of project personnel and subcontractors\.
+ Train, mentor, and supervise Project Coordinators and delegate tasks to project team members
+ Be thoroughly familiar with relevant U\.S\. and host country regulations and laws as well as AECOM policies and procedures, and be accountable for project implementation compliance with regulations, laws, policies, and procedures
+ Provides contractual quality assurance, control, and compliance\. Manages USAID approval requests process\. Oversee all home and field office procurement and property management\.
+ Responsible for project financial management, including monthly review and approval of field office expenditures, client invoices, and ensuring project memos are complete and accurate\. Monitors project budgets, prepares budget modifications, and compiles accrual, pipeline, and cost\-to\-complete reports for both AECOM and clients as necessary
+ Oversees recruitment and personnel management of long\- and short\-term consultants, including development and execution of employment contracts, scopes of work, and collection of all supporting documentation\.
+ Serve as principal AECOM point of contact with U\.S\. and third country\-based subcontractors’ contract representatives\. Develops subcontracts, facilitates communication with field and home office project leads, and reviews and approves subcontractor invoices\.
+ Ensure that all project technical deliverables are formatted with the proper branding requirements established by the contract and sent to the DEC or the Prime Contractor and properly archived in the home office filing system both in hard copy and electronically
+ Manage project start\-ups and closeouts, including planning, record management, and traveling to the field as appropriate\. Oversees disposition of non\-expendable equipment and other project assets\.
+ Support business development, as required, through research, writing proposal sections, recruitment, partner identification and management, and the development of past\-performance and qualifications statements\.
**Minimum Requirements**
+ Bachelor’s degree in international development or another relevant field
+ Three years of project management experience in international development, preferably at one of the larger USAID contracting firms
+ One year of experience working on proposal development and business development
+ One year of overseas work experience
+ Previous staff management experience
+ Substantial experience in backstopping USAID projects and extensive knowledge of USAID regulations and policies \(including AIDAR and FAR regulations\)\.
+ Strong verbal and written communications skills, including delivering formal and informal presentations and drafting and editing deliverables
+ Strong interpersonal skills, ability to work independently and in a team
+ Attention to detail; good organizational and prioritization skills
+ Solid background in budget development and management
+ Willingness to travel and work overseas for up to six weeks per year
+ Fluency in English; professional proficiency in Spanish or French
**Preferred Qualifications**
+ Advanced degree in international agriculture or another relevant field
+ Two or more years of overseas work experience
+ Two or more years of proposal development and business development experience
+ Fluency in English and at least one additional language
