**Job Summary** Responsibility in all aspects of the development and administration of the telecommunication efforts, including but not limited to administrating the telecommunication program, and facilitating change, implement plans, and procedures at all levels to telecommunication functions\.
Responsible for the pre & post\-contract expert review and comments on the telecommunication design\.
Provide full supports to the project management team in carrying out their duties\. To establish strategies, procedures and guidelines related to Telecommunication system over the entire rail network projects\.
**KEY ACCOUNTABILITIES:**
+ To organize the telecommunication system related Project Requirements Documents and to perform Technical Study for the Telecommunications Systems in accordance to the Project Requirements Documents for new railway projects\.
+ To supervise and prepare for the tender documents including cost estimation and engineer’s programme of work\. To assess tender submissions and to prepare tender assessment reports to detail the assessment findings and rating\.
+ To perform pre & post\-contract review of the consultant & Contractor’s design submissions and to assist in resolving critical design issues when required in conjunction with the PM team\.
+ To organize the tender submissions evaluation and tender assessment reports to detail the assessment findings and rating\.
+ Monitor report on progress against time, cost quality, specifications and service standards in conjunction with PM team\.
+ To carry out technical studies and industrial research on the technologies and applications in the field of Telecommunications Systems\.
+ To ensure the design basis of project is maintained and/or changes agreed by actively involving other relevant Rail Agency Departments as required in a timely manner\.
+ To prepare reports on design issues/problems, perform analysis and evaluate options\.
+ Under the direction of top management, to provide support to external consultancies related to design and implementation of Telecommunications Systems\.
+ To provide and organize support to appointed external consultancies related to design and implementation of Telecommunications Systems\.
+ Ensure proper delivery of equipment and proper storage as per standards on timely manner\.
+ To ensure all risk and safety case for Telecommunications Systems are met as per the contract and standards\.
+ To assist the project team in monitoring progress of the Telecommunication Systems \(e\.g\. Fiber Optics Network, Telephone System requirements, and Radio systems \(Tetra\), CCTV and Telecom Equipment Rooms \(TER\)\)\.
+ To monitor and control Telecommunication system design, implementation, equipments selection and specification, installation and testing and commissioning\.
+ To contribute in the management of interface related matters in the overall systems\.
+ Ensure Telecommunications Systems in conformance with project requirements and local authority specifications and regulations\.
+ Monitor and coordinate with third party Radio and GSM system local providers\.
+ Conduct frequent site visits to ensure and monitor work progress\.
+ Review, assess and monitor Engineer and Contractor performance and progress\.
+ Provide Telecommunication progress status; prepare and issue reports to concern managers\.
+ Performs other responsibilities associated with this position when appropriate or as directed by higher management\.
+ Assist in verification of Variation and Claims to Project Manager\.
+ Verification of test procedure, work procedures as per contract standard specification\.
+ Under the direction of Manager, attendance to all Factory acceptances, site acceptance test one carried\-out as per specification, standards and approved test procedure\.
+ Ensuring all relevant documents, drawings report, warranties, certificate are in compliance standards and are handed over in due time to the operation at the project handing over
+ Monitor and report on progress against predetermined time, cost quality, specifications and service standards in conjunction with PM team\.
+ Monitor continuously the risk register and ensure contractor/consultants are implementing all mitigation measures and report on any deviation\.
+ Monitor progress and milestone achievements by enquiry, inspection, attendance at meetings and receiving and reviewing reports\.
+ Implement value engineering throughout the project\.
+ Establish strategies related to Telecommunication system over RTA rail projects in terms of safety, design, operations and maintenance\.
+ Develop strategic policies on Telecommunication system procurement, implementation and obsolescence management \.
+ Prepare procedures and processes in development, design and upgrade management of Telecommunication system\.
+ Continuously assess and advise on the latest Telecommunication system technologies and its potential application in RTA rail projects\.
**Minimum Requirements** 15 years or more experience in similar or relevant project of which 12 years with particular emphases in telecommunication systems works and railway application\. 10 years or more design management experience\.
Experience of exercising strict cost control is mandatory\. Experience of working in a cross\-cultural environment is desirable\. Experience gained through working with a contractor is desirable\. Experience of working within a QA system would be an advantage\. Possess good leadership skills including the ability to lead & motivate his team, decision\-making skills, ability to perform Multitasking, follow up and planning abilities, time management, and good computer skills\.
Good communication skills, fluent in report writing and group facilitation; presentation skills, and fluency in spoken and written English\. Knowledge of Arabic language preferred\.
Analytical thinking, problem solving, business innovation, and customer service orientation\.
**Preferred Qualifications**
Bachelor degree in Electrical/Electronic Engineering \(Major in Telecommunication\) from a recognized university required\. Equivalent Master or PhD degree is advantageous or equivalent years of relevant experience based on requirements of the post\.
