GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere\. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world\. GSS supports the U\.S\. Government, non\-U\.S\. Governments and industry clients with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support\. **Job Summary** AECOM International Development implements the Viable Support to Transition and Stability \(VISTAS\) program for the USAID Office of Transition and Conflict Mitigation \(OTCM\)\. The VISTAS program designs and implements activities with local partners through an in\-kind grant mechanism to prevent the further spread of communal violence and rising tensions in critical areas where conflict may have national implications\. In support of these goals, the program will seek to increase space for meaningful dialogue; build cross\-line interdependency to promote peaceful co\-existence; establish peace constituencies; and counter narratives that support conflict\. VISTAS manages a comprehensive in\-kind and cash grants program, providing commodities and services to grantees for the implementation of mutually agreed upon activities\. AISS is currently recruiting for a **Compliance and Administration Manager** \. This position will report to the Operations Director\. **Duties and Responsibilities:** + Under the direct supervision of the Chief of Party, the Compliance and Administration Manager will: + Review all proposed program activities and grants for compliance with FAR and AIDAR regulations overseeing USAID contracts\. + Oversee staff professional development opportunities, trainings, and orientations\. Identify capacity and training gaps, and develop organizational and institutional responses to address them\. + Provide direct mentoring and training to staff on relevant compliance issues\. + Manage the recruitment, mobilization, fielding of all Short Term Technical Assistance experts, including oversight of all USAID approvals\. + Support all aspects of VISTAS national staff human resource department and compliance with South Sudan labor law\. Ensure all AECOM and USAID regulations are followed and documented, and should also include improvements in recruitment and human resource management systems including medical and leave tracking\. + Ensure all branding and marking is compliant with the program’s requirements\. + Support compliance with South Sudan customs, immigration, insurance, licensing and NGO registration requirements\. + Update, disseminate, and train on any program management materials as needed\. This may include: Standard Operating Procedures, Field Finance Manual, Procurement Manual, RPM primer guide, standard operations forms\. + Manage compliance\-related reporting to USAID, to include Annual Property Reporting, IT Resource Reporting, Information Security Plans, staff tracking, and BIS reporting if the requirement is put into place\. + Support Field Office Expense Reporting to home office, reviewing AECOM’s invoices to USAID, coordinating payments made through home office and resolving invoice questions\. **Minimum Requirements** + The Compliance and Administration Manager must be an individual with sound judgment, excellent communication, interpersonal and analytical skills and possess a well\-developed understanding of organizational management\. + Since work may require continued changes in program direction and implementation, including frequent coordination, the individual will be someone who is highly flexible and willing to work under conditions of ongoing change\. + The successful candidate will be expected to spend time in field locations in very basic and difficult conditions\. In addition, the individual should meet the following minimum qualifications: + 4\-5 years or more of work experience in international development, humanitarian assistance, or stabilization\. + 5 years or more of experience in organizational management, compliance and administration\. + Bachelor’s degree in relevant field\. + Expertise in USAID Acquisition Regulations + Excellent teamwork and communications skills\. Must be comfortable working in a complex team in a high\-stress, busy environment\. + High level of flexibility and initiative\. + Oral and written fluency in English mandatory\. **Preferred Qualifications** + Experience managing USAID\-funded programs preferred\. + Experience working in fluid, politically sensitive, conflict and post conflict environments preferred\. + Experience with in kind grants, program\-level strategy and responsive programming preferred\. **What We Offer** AECOM is a place where you can put your innovative thinking and business skills into high gear and work alongside other highly intelligent and motivated people\.
