Work experience/duties must demonstrate the candidate has significantly broad knowledge and experience of DoD Distribution Depot operations, including but not limited to: receiving, storage, issue, transportation, inventory, care of supplies in storage, PPP&M, packaging, Hazardous Materials, and FMS. DLA Distribution Depot experience very beneficial. • Secret level security clearance, must be able to pass a 10 year background check. • Bachelor degree in Business Management or Distribution Management (preferred) and a minimum 5 years experience in Logistics, Distribution or Materials Management, or equivalent of 10 years of progressive management experience in distribution operations similar in size and complexity to the operation offered in this contract. Total experience, at minimum, must include 3 years recent experience using DLA’s Distribution Management System (DSS) or equivalent automated warehouse management systems. • Must possess significant knowledge of the policies and regulations governing DoD Distribution. • Must possess knowledge and skills required to plan, control, manage the contract, as well as able to conceptualize requirements, anticipate tasks, and recognize implied and specified taskings to ensure mission compliance. • Knowledge of the principles of DOD contracts, SOW development, subcontract management, FAR and DFAR requirements • Lean Six Sigma (L6S) Green and Black-belt training/certification highly desirable. • Must have basic knowledge of MS word, and other MS Office software. • Must be fluent in speaking, reading, writing, and understanding English. • Must possess basic math skills and be familiar with the use of personal computers and word processing applications. • Must hold a valid driver's license/insurance. Must demonstrate ability to meet public and work well with various personnel demonstrating a good attitude and ability to work as a member of a Team. Self-starter with excellent communication skills, organized, capable of managing multiple assignments in fast paced logistics environment and demonstrated ability to communicate ideas comprehensively and effectively through written and oral presentations. Must be able to multi-task efficiently, work in a fast paced environment on multiple projects, and have a strong attention for detail. Procedure Compliance - Each employee must read, understand and implement the general and specific operational, safety, quality and environmental requirements of all plans, procedures and policies pertaining to his/her job. “Must be able to speak, read, write and understand English” Job Description: Works under the direct supervision of the Program Manager and will ensure cost, schedule, and technical performance objectives are met in accordance with URS management and mission requirements. Will be responsible for Depot Operations in the absence of the Program Manager, to include: receiving, storage, issue, transportation, inventory care of supplies in storage, PPP&M, packaging, Hazardous Materials, and FMS. production, supply, production control/planning and quality management aspects of operation. Provides direction and leadership to assigned personnel. Responsible for implementing Continuous Improvement, effecting efficiencies, ensuring cost savings and quality control. May act as point of contact for customers at the work site level. Assists in research and investigations into business issues. Performs all other position related duties as assigned or requested. The Deputy Program Manager will provide functional expertise in Distribution Standard System (DSS), EMACS, QMSIT, and warehousing and transportation systems. Additional Duties: • As necessary, train subordinate Supervisors in work procedures, regulations, and contract requirements • Ensure that all subordinate Supervisors are informed of changes in law, regulations, policy, and procedures affecting their work and that such changes are understood and implemented • Develop work assignments and reviews work of team members • Responsive to employee issues and helps to build team morale and cohesiveness • Review production and backlog reports and suggest/enact changes to ensure workload requirements are being met • Assure that sufficient inventory of department supplies are on hand to meet current and anticipated demand • Effect smooth transition of work between various processing sections • Effectively communicate with Program Manager and various senior management personnel appropriate and identifies workflow problems, procedure revisions, and personnel issues for management review. • Evaluate and audit employee production for quality and quantity • Administer quality improvement programs and ensures customer service levels are met or exceeded • Verify adherence to all government security regulations • Compile and develop management reports on performance and trends in production utilizing PC skills • In absence of the PM, will be responsible for keeping Government CO/COR and SBU VP informed of processing issues, operational concerns and contract issues Other Duties: Developing and maintaining the Standard Operating Procedures (SOPs) for HM operations in conjunction with the ESOH Compliance Specialist.  Establishing that personnel are aware of the provisions of the project specific HSP, are instructed in the work practices necessary to ensure safety, and are familiar with planned procedures for dealing with emergencies.  Ensuring that appropriate personal protective equipment and monitoring equipment is available and properly used by all onsite Team Olgoonik employees.  Establishing that all onsite personnel have completed a minimum of 40 hours of health and safety training, have appropriate medical clearance as required by 29 CFR 1910.120, and have been fit tested for the appropriate respirators (if applicable).  Routinely observing the performance of onsite personnel to see that all site-specific required work practices are followed.  Correcting any work practices or conditions that may result in injury or exposure to hazardous substances.  Preparing any necessary accident/incident reports for the ESOH Compliance Specialist.  Halting site operations, if necessary, in the event of an emergency or to correct unsafe work practices.
