Work Experience: Ten years job-related experience or equivalent is required, with specific experience in the Manpower, Personnel & Training system acquisition and sustainment areas. Experience in a ship or submarine Program Office support field performing MP&T acquisition or sustainment is desired. Submarine operational experience and training system sustainment experience is a plus.
Special Skills: Organizational skills, technical management skills, and ability to perform detail-oriented work are required. Self-motivated, possess analytical skills and be customer-oriented. Able to clearly communicate ideas to others verbally and in writing. Versed in MS Word, Excel, and PowerPoint.
Job Description: AECOM is actively recruiting for a Senior-level Manager with demonstrated supervisory and managerial skills for the acquisition and sustainment in the area of Manpower, Personnel and Training (MP&T) and Training Devices Support for Navy Submarines.
The successful candidate will provide contractor technical support services for management, planning and coordination support to the Logistics (Product Support) Manager at the OHIO Replacement program (OR) (PMS397). Duties include assisting government personnel in leading the MP&T acquisition and sustainment efforts and related Product Support Management efforts; performing review, analysis and maintenance of MP&T documentation; assisting in the contracting / procurement / implementation and quality monitoring of OR training system products; and providing direct customer interface. Coordinate the efforts of other MP&T staffing resources, including Government and support contractor personnel. Provide program level support between the Program Office and other Navy activities for OR MP&T programs, including research, problem analysis and determination of MP&T requirements. Organize and assist in the development and/or update / implementation of key MP&T acquisition and sustainment documents. This includes, but is not limited to, the MP&T section of the Human Systems Integration Plan (HSIP) and Life Cycle Sustainment Plan (LCSP), the Navy Training System Plan (NTSP), Manpower Estimate Report (MER), Preliminary Ship Manpower Document (PSMD), Crew Scheduling and Phasing Plan (CSPP) and others as necessary. Perform technical reviews of OR MP&T training system acquisition and sustainment documents, develop technical and programmatic comments and draft Navy correspondence. Prepare draft analytical reports and meeting minutes for PMS397T5 MP&T functions. Generate other reports and documentation as directed. Interface with customers and coordinate tasks with other contractors and Navy activities. Position is located on-site in the PMS397 spaces at the Washington Navy Yard.
