Minimum Requirements: Basic Qualifications:
• Bachelor degree in occupational safety, emergency preparedness and/or response management, or related field and 8 years’ emergency response management, training or planning related experience including supervisory experience in an operating demilitarization, chemical, power, processing, industrial service, or manufacturing plant
Or
• Associate degree in occupational safety, emergency preparedness and/or response management, or related field and 12 years’ emergency response management, training or planning related experience including supervisory experience in an operating demilitarization, chemical, power, processing, industrial service, or manufacturing plant
Or
• High school diploma or equivalent and 16 years’ emergency response management, training or planning related experience including supervisory experience in an operating demilitarization, chemical, power, processing, industrial service, or manufacturing plant
Minimum Qualifications:
• Must be a United States or naturalized citizen able to obtain and maintain Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) site access
• Must be computer literate in common software applications and able to operate general office equipment
• Experience in a technical field supporting operations of chemical, petrochemical, petroleum, nuclear or fossil fuels facilities
• Experience in development, production, and presentation of plans, reports, and briefings
Desired Qualifications:
• Chemical demilitarization experience
Job Description: POSITION DESCRIPTION
Typical Responsibilities Include:
• Perform all work safely and with the utmost concern for the safety of self and other employees.
• Perform all work in compliance with environmental permits and regulations.
• May be required to work overtime or varying hours to include shift work.
• Be at work when scheduled and maintain a good attendance record.
• Work in close proximity to and or in a chemical demilitarization facility.
• Act as the primary point of contact for the issues related to emergency preparedness.
• Be compliant with conduct of operations requirements.
• Develop and submit emergency preparedness and continuing procedures for approval as required.
• Submit contract deliverables on schedule as required.
• Develop short- and long-term plans and schedules to accomplish established project goals.
• Responsible for all recordkeeping as required.
• Prepare reports and presentations as assigned.
• Coordinate completion of assigned action items.
• Responsible for design, conduct, and coordination of emergency response training exercises, contingency planning, and disaster preparedness.
• Responsible for ensuring the development of emergency preparedness plans and procedures.
• Responsible for ensuring the project emergency program is in compliance with all applicable Army, state and other regulatory agencies related to emergency preparedness.
• Ensure current emergency preparedness training and responder lists are maintained.
• In conjunction with other managers, coordinate and assure cooperation and efficient interchange of activities with other organizational units of the facility and with outside agencies.
• Ensure emergency equipment is maintained and available as needed.
• Responsible for liaison with Government and project personnel and associated organizations regarding contingencies and disaster planning.
• Responsible for integrating surety procedures and policies in the areas of safety, security, personnel reliability, and other supportive functions into an effective management system which facilitates safe and secure operations.
• Supervise Emergency Preparedness Planner ensuring that planning and training is executed to support plant operational requirements.
• Ensure all shifts Hazardous Material (HAZMAT) and Decon certified personnel are maintained to pass operational readiness review and to support process requirements for operations.
• May be required to obtain HAZMAT certification up to HAZMAT Technician and Incident Commander level.
