**About the Business Line** **Government**
AECOM’s Global Support Services \(GSS\) organization resides within AECOM’s Government business line and is comprised of three divisions — International Development, Operations and Mission Support, and Global Programs\. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere\. **Job Summary** AECOM has an exciting opportunity for an experienced **Manager, Finance** to join the Chantilly, VA office location\. Manages and leads all financial related activities for a suite of Government contracts\. These financial activities include conducting financial analysis on government programs, profit optimization, DSO tracking and implementation of best practices, unbilled analysis, creating annual financial operating plans and, other financial reviews as required\. Effective communication with senior level operations and financial staff on contract’s financial execution and variance to plan/forecast\. Monitoring actual costs against established budgets, track commitments and subcontract efforts with emphasis on cost performance against plans to ensure effective and accurate program cost reporting requirements\.Indirect rate management including projecting pool cost and base amounts\. General Project Control functions, including planning, tracking, analysis and reporting on projects of varying type, size and complexity\.
**Minimum Requirements**
+ 8 \+ years Government Finance/Business experience
+ Bachelor’s Degree in Business or related field
+ Advance MS Excel skills
**Preferred Qualifications** To perform the job successfully, an individual should demonstrate the following competencies:
+ Effective communication with senior level operations and financial staff on contract’s financial execution and variance to plan/forecast
+ Monitoring actual costs against established budgets, track commitments and subcontract efforts with emphasis on cost performance against plans to ensure effective and accurate program cost reporting requirements\.
+ Indirect rate management including projecting pool cost and base amounts
+ General Project Control functions, including planning, tracking, analysis and reporting on projects of varying type, size and complexity\.
+ Strong Costpoint skills and understanding of Project, Account, Org relationship in Costpoint
+ Understanding of all contract types \(CP, T&M, FFP\)
+ Pricing gov’t Proposals
+ Detailed oriented and drills into root cause issues\!
+ Understanding Gov’t contracts and of FAR/CAS \(allowable v unallowable costs\)
+ Strong written and oral communication \(ability to articulate financial information to PM, Operations and Executives\)
+ Ensuring compliance with corporate procedures on revenue and profit and compliance with federal procurement regulations
+ Implementing contract/program requirements to execution of comprehensive analyses to optimize cost effective program plans
+ Performing invoice review and approval
+ Works with contracts/subk, billing, project accounting, and financial planning
+ Project Financial analysis \(running weekly/monthly reports, determining cause of variances\)
+ DSO \(billed and unbilled\) analysis
