More information on AECOM and its services can be found at www\.aecom\.com\. **About the Business Line** **Government** AECOM’s Global Support Services \(GSS\) organization resides within AECOM’s Government business line and is comprised of three divisions — International Development, Operations and Mission Support, and Global Programs\. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere\. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world\. GSS supports the U\.S\. Government, non\-U\.S\. Governments and industry clients with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support\. **Job Summary** Provide on\-going support, guidance, and training as necessary to the Contract Accounting department and staff\. As well as create the annual fiscal contract budget and corporate\-required calendar year budget\. As the Director of Budget and Analysis, one is to: + Formulate the yearly Contract budget process which includes detailed support through a zero\-based budget approach, documentary evidence which should include historical details of contractual obligations\. The process should include all necessary corroboration and stringent analysis of the individual branch and project managers input\. + Formulate the yearly contract “unallowable budget” process which includes detailed support through a zero\-based budget approach, documentary evidence which should include historical details and corporate obligations\. The process should include corroboration and collaboration with AECOM corporate to include strategic and financial objectives\. For example, detailed guidelines on the use of interest expense and the profitability impact of lost G & A and fee due to understaffing, lawsuits, etc\. + Ensure the timeliness and accuracy of all customer billing and receipts as an objective and authoritative mentor to the accounting function\. + Collaborative responsibility for client\-intended financial reporting at the Financial, Managerial, and Project specific levels\. + Compliance to all corporate objectives, and reporting requirements\. + Collaborative responsibility for the efficiency and effectiveness of the financial procedures \(i\.e\. timely bill payment, invoicing, reporting, etc\.\)\. + Have full responsibility for the communication of project financing and/or funding matters driven by contractual elements, modifications or expectations\. + Have full responsibility for mitigating and apprising AECOM corporate of fiduciary abuses or lack of stewardship of customer or AECOM funds\. + Act fully responsible to apprise Project Management of performance relative to objectives \(i\.e\. required overtime, functions, transactions, competence, etc\.\), and assist in financial strategies \(with Corporate and Project Management\)\. Managerial and financial innovation should come from this function, not from Management\. Managerial innovation should both mentor operations in the understanding of the operational and financial or operational risks\. + Prepare financial reports which summarize and forecast company contract activity and financial position of income, expenses, budget, contract obligations, and expected operations\. + Other professional obligations which may be assigned from time to time are typically expected of an employee at this professional level\. + Full responsibility for the results of the customer’s semi\-annual evaluation of AECOM’s performance for the calculation of the award fee relative to the Cost/Finance section\. + Have shared responsibility for the projects budget creation, management and adherence\. + Have shared responsibility for the projects compliance to financial requirements or contractual parameters\. + Have full responsibility for the timely preparation, reconciliation, and reporting of project estimates, change orders, cost allocations, and pools for FFP proposals\.\. + Have shared responsibility to review contract modifications for ability to comply, execute, and honor in the spirit of the contractual/customer relationship\. + Have shared responsibility to regularly communicate with the Government’s financial liaison regarding all financial management issues regardless of the department source within AECOM that generated the transaction\. All functions that have financial/compliance/contractual impact should be reviewed in detail or by concurrence with other departments or project management\. + Coordinate audits with government/DCAA/corporate/bank auditors\. + Assist in proposal pricing as needed or regularly\. + Supervise personnel\. + Train personnel\. **Minimum Requirements** + Bachelor’s degree\. + Acceptable accounting and government experience must include\. + A minimum of five years as a full\-charge accountant; with a minimum of three years of supervisory experience\. + Significant experience reporting to senior or project management and customers\. + A minimum of three years experience with Deltek or Costpoint software\. + A minimum of three years providing contractual support for the government\. + More then cursory knowledge of the FAR\. + Two years experience preparing CLIN\-based budgets\. **Preferred Qualifications** MBA in Accounting or Finance preferred\. **What We Offer** AECOM is a place where you can put your innovative thinking and business skills into high gear and work alongside other highly intelligent and motivated people\.
