Minimum Requirements: Education: Bachelor’s degree (Does not need to be in Engineering or related Science). Must have courses in education or training that focus on instructional analysis, design, development, delivery and testing as well as evaluation of training programs if not included in the baccalaureate course material.
Experience: Minimum of eight years of training management and supervisory experience, with at least four years of nuclear experience. The Bachelor’s degree may fulfill three of the four years of nuclear experience on a one-for-one time basis.
Job Description: URS Corporation is seeking a WTP Plant Operations – Training & Procedures Manager to be located at our Richland, WA location.
Reports to the Plant Operations Manager and is fully responsible for all execution activities for Plant Operations – Training & Procedures development and maintenance. Responsible for: developing and maintaining the Plant Operations procedure process and plant operating procedures to support safe and compliant operations of systems and facilities. Responsible for: developing, conducting, and maintaining training process and training materials to qualify operations, maintenance, laboratory technicians, radiological technicians, and technical support personnel, to support safe and compliant operations of systems and facilities. Establishes/manages the Plant Operations Training and Procedures budget, maintains ownership, and ensures execution within approved baseline. Ensures work executed by Plant Operations Training and Procedures staff is in accordance with Plant Operations and other applicable project procedures in accordance with policies and all applicable laws, regulations, Contract, Authorization Basis, and technical requirements.
MAJOR RESPONSIBILITIES/DUTIES/TASKS
•Managing the Plant Operations Training and Procedures functions and personnel
•Managing and administering training process activities including:
oDeveloping training - task analysis, training requirements identification, course design, course development, quality verification, course review and approval process
oConducting training - instructor training, training program descriptions, classroom and student scheduling, conduct training, training examinations, student qualification
oRevising training - review and incorporate revisions due to: program changes, procedure changes, design changes, lessons learned
•Developing, and revising training courses for operations, maintenance, laboratory technicians, radiological technicians, and technical support personnel
•Implementing the training program to qualify operations, maintenance, laboratory technicians, radiological technicians, and technical support personnel to ensure staff have the knowledge and skills to commission and operate the facility in a safe and efficient manner
•Developing, conducting, and revising simulator training (LAW, HLW, PT)
•Managing and administering procedure process activities including:
oDeveloping procedures - component noun naming, procedure requirements identification, procedure design, procedure development, quality verification, procedure review and approval process
oRevising procedures - review and incorporate revisions due to: program changes, design changes, lessons learned, operating experience
•Developing and revising operating procedures, alarm response procedures, maintenance procedures, TSR surveillance procedures, abnormal operating procedures, and emergency operating procedures
•Developing and revising analytical procedures and instrument operating procedures (Lab only)
•Ensuring that personnel responsible for the commissioning of the facilities have complete, technically accurate procedures to operate the facility in a safe and efficient manner
•Coordinating communication among support groups and the area facilities to ensure optimum support of completing commissioning phase operations training and procedures scope
•Performing observations and assessments to ensure activities are safely and correctly conducted
•Transitioning Plant Operations Training and Procedures personnel, programs, and facilities to the future WTP Operating Contractor at completion of WTP Contract scope
•Developing and maintaining administrative procedures that establish guidance for plant conduct of operations
•Reviewing of modifications and design changes which affect operations training and procedures for turned over systems, facilities, or areas
•Other duties as assigned
SUPERVISORY RESPONSIBILITIES
•Managing the WTP Plant Operations Training and Procedures functions and personnel
•Establishing of performance standards for the WTP Plant Operations Training and Procedures group and adherence to those standards.
•Sets priorities and goals to ensure the efficient and effective use of resources
•Selecting, training, and qualifying training and procedures personnel.
