Bachelor's degree in Human Resources, business administration or demonstrated equivalent. 2. Nine years of diverse experience in all areas of human resources with at least 3 years in human resources management and recruitment. 3. Demonstrated proficiency in HRIS systems and with Microsoft Office Suite, especially Excel and pivot tables, Power Point and Word. Preferred Qualifications: 1. Experience directing a high volume HR Department within an industry that provides outsourcing services to a client in the industrial manufacturing niche covering multiple domestic and international sites. 2. Masters degree in HR or Labor Relations. 3. Strong analytical skill set. Demonstrated skills in conceptual and analytical thinking, driving results, creative problem solving, consulting and collaboration within all levels of the organization. 4. Strong project management skills and attention to detail and accuracy with the ability to prioritize and manage multiple assignments in a fast paced environment. 5. Ability to communicate with and influence all levels of management within various countries/cultures. 6. Strong verbal and written communication skills and presentation skills. 7. SPHR certification preferred. 8. Deep understanding of full-cycle recruiting for outsource provider providing services to manufacturing operations and functional areas, which includes posting, sourcing, assessing, interviewing, creating job offers and on-boarding. 9. Must be able to demonstrate working knowledge in applicable regulations, in matters such as business administration, COBRA, compensation, Equal Employment and employment law. 10. Must have extensive experience in overseeing a high volume recruitment function servicing multiple sites both domestic and international. Physical Requirements: • Some tasks will require repetitive wrist movement. • Requires ability to read and understand information contained in a variety of documents or displayed on a computer screen. • Requires ability to use a variety of office equipment and to operate a computer keyboard to access data bases, to send/receive messages and to prepare documents. • Requires ability to attend meetings throughout the site and potentially travel to other URS, customer and/or vendor locations in the area, as well as some air travel to more distant locations. • Requires the ability to communicate with others on the telephone and in one-on-one or group discussions, meetings and presentations. • Demonstrated fluency in computer use including the full Microsoft product line. • Requires some moving of light to medium weight materials into desks, filing cabinets and other storage locations. • Requires the ability to interact with all clients in a professional and friendly manner despite periods of stress. Job Description: URS has a 1st shift Human Resources Manager position available in Peoria, IL. This position will support our global organization of mostly hourly employees providing services to a client who has numerous manufacturing and logistics facilities located domestically and abroad. This position reports to the Senior Human Resources Manager and has a strong working partnership with the General Manager for the account. This HR leader will be a hands-on business partner with responsibility for the day to day direction and support of all HR activities across the account. The HR Leader serves as an advisor to his/her clients to ensure they are successful in continuing to build and enhance our top-line performance for our core business. This individual will need to have a strong focus on talent management strategies to recruit and optimize talent; succession planning for all key roles; design and lead all change initiatives; and coach and advise leaders to support their business objectives. The successful candidate will be an HR professional with a proven track record of leading an HR team with an outsource provider or handling multiple manufacturing environments. Specifically, the Human Resource Leader will provide broad based HR counsel and assistance to employees and the senior leadership team and support in all related areas including complex issues arising from recruitment, performance, compensation, training, staffing equal employment opportunity (EEO), employee development, performance management, succession planning and related areas. The Human Resource leader makes presentations and recommendations regarding new or existing human strategies. Responsible for knowing the state and federal laws, regulations and policies concerning Equal Employment Opportunity, Affirmative Action, and related business matters; and for advising and assisting subordinates and management in complying with these requirements. Directs the maintenance of human resource records and data systems. Reviews employee changes in status to ensure fair and equitable application of human resources policies and practices. Responsible for the succession planning, counseling and discipline of employees. Responsible for reporting and analysis, preparing HR dashboards capturing micro details of HR process and transactions and reporting findings to the management team. Develop and manage training programs, and career development. Maintain human resources policies and procedures for one or more projects or departments within a group. Reach consensus on complex issues in a timely manner, and provide guidance to others in performing interrelated tasks in efficient, effective and timely manner.
