Responsible for providing leadership to the AECOM team in providing quality, responsive technical design services to the Client to enable its achievement of project goals and objectives\.
Reporting to the Project Director, responsible for the delivery of construction supervision and contract administration, shall supervise, monitor and manage the Contractor, including their compliance with their contracts, preparation of construction management plans, safety and security of the works, progress, quality and environmental aspects\.
**Duties & Responsibilities**
The key responsibilities of the role are:
+ The Resident Engineer will be a Check Term and oversee all Technical matters related to the Construction Supervision Services\.
+ The Resident Engineer will manage day\- day issues but will liaise with the Project Director where there are decisions to be made under the contract\.
+ The Resident Engineer and his team will monitor safety on a continuous basis and have the authority to stop work where, in their opinion, there is an imminent dangerous situation that could cause personal injury, major property damage or expose the general public to an unsafe condition
+ The Resident Engineer has overall responsibility for the site inspections carried out by the discipline inspectors
+ The Resident Engineer has overall responsibility for the control of the non\-compliances raised as a result of site inspections carried out by the discipline inspectors\. Any CS Team member should first notify the Resident Engineer when a suspected NCR is identified
+ The Resident Engineer will monitor the quality tests and undertake site inspections carried out by his Inspectors\.
+ The Resident Engineer is responsible for ensuring that various witness points are attended\. The Resident Engineer’s personnel on site will carry out the actions as detailed on the Inspection and Test Plans, and will review the Inspection and Test Plan prior to implementation\.
+ The Resident Engineer has overall responsibility for verifying that the Contractor is maintaining a functioning laboratory on/off the site and is responsible for ensuring that the facilities are inspected on a regular basis\. The Resident Engineer is responsible for approving the Site Laboratory and checking that the testing plan is in accordance with the specification\.
+ The Resident Engineer is responsible for maintaining an up\-to\-date record of all the Quality Control test results\.
+ The Resident Engineer shall be responsible for receiving, reviewing, issuing and tracking RFI’s\. The Resident Engineer shall delegate to members of the CS Team the authority to receive, review, issue \(subject to his review and approval\), and track RFI’s\.
+ The Resident Engineer shall be responsible for issuing, reviewing and tracking Engineer’s Instructions
+ The Resident Engineer shall be responsible for issuing, reviewing and tracking Engineer’s Variation Instructions\.
+ The Resident Engineer shall be responsible for processing the Contractor’s submittals, including the coordination of reviews by third parties as and when appropriate\.
+ The Resident Engineer shall check that the Contractor has compiled all relevant NOC’s from concern Authorities to avoid stoppage of work\.
+ No decision on implementing changes shall be made by the Resident Engineer alone \(subject to the contract conditions and Employer’s preference\)\. The Resident Engineer shall make recommendations to the AECOM Project Director
+ The contractor is obliged to submit the WIR to the CS Team for verification & inspection of the completed works in accordance of the approved method statement, drawings and specification\. The Resident Engineer shall ensure the discipline Inspector shall check the works and will state whether they are in accordance with the contract and shall sign the WIR\.
+ The Resident Engineer is typically responsible for:
+ Verification of completeness and acceptance of the contract work providing both technical and administrative support to facilitate project closeout including preparation of the Punch List
+ The overall day\-to\-day coordination of all project closeout activities
+ Together with the PM inspect the work of the contractor and advise the Employer in determining whether the work is complete and in accordance with the contract documents\. Additionally, the Resident Engineer will assist in refining the contract closeout table of contents and defining the resource requirements and schedule for their specific areas of responsibility in accordance with all contractual requirements\.
+ Monitoring the Contractor’s implementation of their Close\-Out procedures throughout the contract\.
+ Confirming the Works are ready for Taking Over and for coordinating between the relevant parties\.
+ Assigning the responsible person for the approval of Taking Over\.
+ The Resident Engineer’s team is responsible for all supervision activities on site during the Defects Notification Period\.
+ The Resident Engineer shall submit a weekly report and a monthly "Project Status Report" for the Project to SC\. The Project Status Report shall be submitted to SC by 7th of each month unless otherwise instructed by SC\.
+ executive summary;
+ report on the progress of submittals, with an updated submittal log included in the appendices;
+ a detailed account of the submittals to be made during the coming month, as well as inspections and tests to be performed;
+ attach an RFI schedule showing the status of all RFIs including late/overdue RFI responses; and
+ during the Project close\-out period, report on the progress of close\-out activities\.
+ The Resident Engineer shall provide SC with early warning of any potential technical problems or required decisions, as soon as the issue is identified\.
+ The Resident Engineer shall issue monthly "Project Quality Reports" that describe the inspections carried out in the preceding month, results of those inspections, NCRs issued, follow\-up and closure of NCRs and "lessons learned" \(NCR, reporting and updating the record for the outstanding NCRs on weekly and monthly basis\)\.
+ The Resident Engineer shall schedule, chair and write the minutes of all necessary technical meetings with the supplier\(s\)/contractor\(s\), governmental departments and/or SC\.

**Minimum Requirements**
**Experience**
• Minimum 10 to 15 years experience since obtaining maximum educational qualification
• Experience within the Middle East region
• Hands on project delivery experience of a major / iconic building
• Stadia/Sports arena Experience
**Qualification**
BSc, BEng, BA or equivalent
Chartered Status/Professional License essential as an Engineer
