Minimum Requirements: Bachelor’s degree in Engineering, or related field, and 10 years of job related experience or equivalent. Excellent communication, interpersonal, organizational and analytical skills are required. Working knowledge of word-processing and integrated software applications is required. Local and some out of town travel are required. Position will require the ability to obtain and maintain a Secret level Security Clearance. Special Skills: Knowledge of submarine operations is strongly desired. Applicant must have knowledge of Defense Acquisition System requirements such as DODI 5000.02, SECNAV 5000.2, and the Joint Capabilities Integration and Development System. Job Description: Position Description: Responsible for the preparation of Test and Evaluation Master Plans (TEMPs) for Submarine Acoustic Programs. Assists in the preparation of acquisition documentation for Submarine Acoustic Programs such as Capability Development Document and Capability Production Document. Liaisons with Government, Test Agency, and Contractor personnel to set up developmental, integrated, and operational testing opportunities to fulfill sonar testing requirements and resolve pre-test, test and post-test issues. Assists in the determination of required follow up action, retesting required or additional testing required. Provides support to prepare briefings and information papers required by the Program Office to answer questions and tasking from within NAVSEA/OPNAV and also other government agencies. Coordinates T&E Working Integrated Product Team (WIPT) meetings. Draft TEMPs as required for Sonar programs for review and approval. Support areas can include Towed and Hull Array systems. Work Environment, Physical Demands, and Mental Demands: Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines.
