GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere\. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world\. GSS supports the U\.S\. Government, non\-U\.S\. Governments and industry clients with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support\. **Job Summary** Location of Performance: Pristina, Kosovo Level of Effort & Period of Performance: LTTA Project Background Under the USAID REpower Kosovo project, AECOM works with stakeholders to improve Kosovo’s ability to provide consistent, cleaner, reliable and affordable energy supply, which is absolutely critical to economic growth, and the overall quality of life in Kosovo\. Through this project, USAID will support the Government of Kosovo \(GoK\)’s continued effort to modernize the country’s existing electricity sector\. A growing economy that can rely upon a continuous, affordable source of energy will facilitate increased job opportunities, in particular for those segments of society that are underserved at present, such as women, young adults, rural populations and minority groups\. An improved energy sector will also contribute to the increased stability of the country\. Responsibilities The **Team Leader** will be responsible for advising on institutional and unbundling matters within Kosovo’s energy sector as well as ensuring completion of deliverables as set out in work plans\. S/he will be expected to coordinate with the COP or his designate and ensure timely reporting and flow of critical information\. S/he will coordinate the implementation of objective 2: Improving the Enabling Environment for Private Investment in the Energy Sector\. The objective is to support the GoK to create an enabling environment that attracts private investment to fill the investment gap with regard to upgrading the Kosovo B power plant\. Rehabilitation of Kosovo B will ensure Kosovo meets its international commitment to upgrade its generation to meet the EU’s Large Combustion Plant Directive, which requires power plants above a certain size to improve efficiency and reduce greenhouse gases \(GHG\)\. Additionally, the modernization and upgrade will reduce the amount of particles emitted from the plants and ensure better dispersion to improve the health of the citizens living in the shadow of the plant\. Objective 2 has two components: + Support the continued unbundling of the energy sector: A pre\-requisite for the GoK to implement its energy strategy is the continued unbundling of the state owned energy company Kosovo Energy Company \(KEK\) in anticipation of the rehabilitation of Kosovo B, state management of the mining assets and closure of Kosovo A\. This will require the Contractor to assist in the development of management structures, independent accounts \(cost centers\), reporting mechanisms, and identify critical positions to be guaranteed in separate unbundled institutions\. + Develop a financing strategy for the rehabilitation of Kosovo B: The rehabilitation of Kosovo B is an important component of Kosovo’s commitment to supplying secure energy to its citizens at affordable prices while meeting its commitments to the international community to meet the Large Combustion Plant Directive19 \(LCPD\) and consequentially reducing the country’s contributions to greenhouse gases, particulates and CO2 through improved efficiency\. As part of these activities the contractor will provide regular independent advice to the MED its energy strategy and to develop and implement a financing strategy for the rehabilitation of Kosovo B\. The contractor will not be expected to act as transaction advisor, who will be hired directly by the GoK, but rather as a strategic advisor to GoK to ensure the best strategy is developed and implemented for the rehabilitation of Kosovo B, taking into consideration options such as GoK funding, concessions and privatizations based on a market appetite survey\. S/he will be also expected to participate in implementation of other project’s components and development of relevant documents as instructed by COP or his designate **Minimum Requirements** + BA/BS degree in Economics, Engineering or related field, and ten years of experience + Project management and technical assistance experience within energy sector restructuring preferably in anticipation of unbundling + Administration and coordination of complex projects; international donors and local organizations\. + Proven energy sector strategic planning and financial analysis skills + Fluent English **Preferred Qualifications** + Experience in Kosovo **What We Offer** AECOM is a place where you can put your innovative thinking and business skills into high gear and work alongside other highly intelligent and motivated people\.
