- Knowledge of federal, DoD, and Joint continuity and security publications
- Ability to apply expertise to implement processes and procedures
- Ability to gather, analyze, and organize large amounts of data
- Ability to develop and present analyses using Microsoft Excel, Word, and PowerPoint

Job Description: AECOM has an opportunity for a Continuity of Operations Program Manager to join our team in Hawaii at Camp HM Smith.
Provide uninterrupted continuity of operations essential to ensure a DoD entity maintains mission essential functionality necessary for command and control (C2) forces and operations across the full spectrum of operations in the area of responsibility (AOR) and maintain effective, reliable, and responsive connectivity with the defense clients, Joint staff, DoD service components, subordinate unified commands, and Joint Commanders. Perform duties required for expanding and completing the COOP plan, developing necessary supporting contingency and response plans, technical Command, Control, Communications, Computer, and Intelligence (C4I) connectivity plans at primary and alternate operating facilities, and the tactics, techniques and procedures (TTPs) necessary for operating and managing safe and orderly COOP training, exercises, and staff evacuation and reconstitution. Integrate all plans and supporting activities related to the COOP. Support the DoD client in developing a plan of action and milestones (POAM) for COOP plan refinement, maintenance, management, completeness, accuracy, and currency. Develop TTP's related to maintaining, training, and exercising the Emergency Relocation Staff (ERS), Directorate Emergency Planning Coordinators (EPC), and its successors. Maintain situational awareness of defense critical infrastructure with emphasis on USPACOM designated Task Critical Assets (TCA) essential to USPACOM COOP planning.
