Job Description: URS is seeking a Transition and Program Manager to be located at our Richland, WA location. Job Overview Management and coordination of Project Transition and Turnover Programs. Planning, control and direction of staff and support personnel aimed at successful achievement of Critical Decision -4 Approve Start of Operations or Project Completions. Oversee development and flowdown programs and requirements which provide support turnover and acceptance of the Hanford Tank Farm Waste Treatment Plant (WTP) components, systems, facilities and the site areas. Responsible for development and implementation of project transition planning. Successful planning for the transition period is the key to ensuring that the right resources and project plans are in place to complete transition and project deliverables on schedule. Development of the Transition Plan and accompanying implementation program demonstrate and provide site personnel and the customer with the information necessary to understand our approach, measure and assess our progress, and be involved in the transition process. Direct transition processes, oversight, and coordination including weekly reporting, and Senior Management and customer interfaces, and mobilization and demobilization of the transition team. Essential Responsibilities: • Ensure completion of all necessary actions and transition deliverables that demonstrate the WTP is ready to transition to operations. • Deliver all Transition Projects and Programs in line with recognized best practice methodology (managing risk, governance, quality assurance, issue resolution, reporting) , where the successful implementation of service resource skills and processes are just as critical to project success as technology • Act as the central liaison for all transition activities • Manage day to day Transition project communication both within WTP and other stake holders and produce relevant reports accurately and in a timely manner at the agreed frequency. • To take full responsibility for the wider transition team involving additional project management resource, internal technical resource, account team members and the customer. • Produce detailed project plans to manage interdependencies • Adhere to relevant escalation processes to escalate resource issues, delayed project phases, missed deadlines and other planning issues • Monitor the transition program elements ensuring issues are resolved in a timely manner and the appropriate corrective actions are implemented • Review the outcomes of the Transition Projects to determine any corrective actions that could be taken to improve timely delivery. • Demonstrates and provides project leadership in their area of responsibility. • Identify potential project problems or opportunities, analyze the issues using all appropriate resources, develop alternatives, and arrive at the most optimum approach to mitigate problems or exploit opportunities. • Manage performance and progress against the transition plan and ensures accurate forecasts with commensurate action plans. • Support or conduct formal presentations to clients and/or management. • Develop Critical Decision 4 Packages • Transition Strategy Relocation benefits are available for this position.
