Job Description: URS is seeking a Plant Engineering Planning Analyst 1 to be located at our Richland, Wa location.
The Plant Engineering organization is responsible for the technical activities relating to operations and maintenance of plant equipment during Construction, Commissioning, and Operations of the Hanford Tank Waste Treatment and Immobilization Plant (WTP). This position will be responsible for supporting planning and scheduling activities for Plant Engineering. This position will use the tools and systems necessary to effectively and proactively manage, control, and report on cost and schedule for Plant Engineering activities, milestones, and commitments.
Principal Accountabilities:
Budget management
Current schedule and baseline schedule
Planning
Early identification of budget/planning issues
Manage, coordinate, and control assigned aspects of the plant engineering program in order to meet agreed to departmental objectives.
Undertake any other reasonable task as required (competence permitting)
The position will execute plant engineering planning activities ensuring optimum outputs are achieved in the most economic and safe manner whilst underpinning the integrity and infrastructure of the department.
MAJOR RESPONSIBILITIES/DUTIES/TASKS
•Services include planning, cost and schedule (work breakdown structure) metrics and tools, collecting performance data (installed quantities, expended labor hours, and other progress measurements for direct hire and subcontract work), tracking data (daily cost compilation and monitoring), analyzing (earned value, productivity and risk analysis), and reporting.
•Identifies and tracks all changes or potential changes to the project scope, ensuring estimates of cost changes and schedule impact are given visibility with Plant Engineering management.
•Integrates cost and schedule data and reporting with the WTP’s accounting and management information systems to facilitate meeting Plant Engineering performance.
•Investigates causes of variances between planned and earned/actual progress and recommends solutions or recovery plans.
•Measures progress and reviews performance trends.
•Logically organizes the workflow and makes judgments on durations and resources to accomplish the work.
•Knows and applies safety policies and procedures.
