More information on AECOM and its services can be found at www.aecom.com. Position Summary The Regional Operations Manager- Tolling Services reports directly to the Program Director. This position is the lead individual responsible for all ensuring sufficient qualified resources are available to support toll collection operations functions at all plaza and ramp facilities in accordance with the Standard Operating Procedures (SOPs) and Company policies and procedures. This includes overseeing all staffing, scheduling, collections, customer service, safeguarding of funds, custodial, and courier service within the assigned region. One Regional Support Manager will be assigned to each regional office located in Orlando, Tampa, Palm Beach and Broward and will be responsible for ensuring all contract requirements are fulfilled within a set geographic area. The position shall be responsible for overseeing all day-to-day operational support activities within the assigned toll collection region and acts as the primary liaison with the Florida Turnpike Enterprise’s (FTE) Regional Toll Manager. A minimum of fifty percent (50%) of work week must be spent visiting toll facilities or Regional Toll Offices interacting with project personnel, FTE Toll Facility Managers and with the FTE Regional Toll Manager. Each Region will have 10 – 12 Toll Facilities with approximately 20 – 25 employees at each location. The duties listed below cover the principle duties of the position and are not meant to be all-inclusive; it is expected that all employees will perform other duties as assigned. Each toll region is responsible for the overall operation of 10 to 12 toll facilities of varying sizes. The key functions of RCS are the accurate collection and deposit of cash toll revenues, and to provide efficient and friendly service to the motoring public in manned and automatic coin lanes. Such activities include employee reporting; shift operations; determination of collector, supervisor, and laborer staffing and scheduling needs; money handling and counting; deposit preparation and verification; deposit reconciliation; reporting facility and equipment maintenance issues; and facility security. AECOM’s Scope of Work will include a portion of the above activities. • Ensures that all work is performed in accordance with Company safety and security policies and procedures. Assists in the coordination and response to any site emergencies or incidents by interfacing with Client management, plaza management, and office management as required. • Manages, plans, directs and coordinates all work required for the plaza Supervisory functions. Directs and delegates work to Toll Service Supervisors (TSS), Toll Collectors and Couriers as required. This will be done in conjunction with the FTE Toll Facility Managers and the FTE Regional Toll Managers. • Coordinate with and manages contracted staffing agencies responsible for providing non-direct hire employees as required to meet lane staffing schedules. • Manages office staff that includes a human resources team and various administrative professionals. • Ensures that staffing levels are adequate to meet the shift schedule requirements on a 24-hour/ 7 days per week basis. Ensures that this is done in the most efficient manner possible. This will be in conjunction with a Centralized Contact Center where scheduling, staffing and backfilling openings is coordinated and managed. • Ensures that costs for personnel and supplies are performed within Project budget objectives. • Reviews work for accuracy, consistency, and compliance with Standard Operating Procedures (SOP’s) and contract requirements. • Monitors and reviews the revenue collection, deposit, and reconciliation process working in close coordination with the FTE Audit Department and Toll Facility Managers. • As requested by FTE management, assists the Audit Manager with the process of investigation for excessive variances, incidents of suspected fraud or theft, or other unusual occurrences as required. Works with the management team and the Client to implement any required corrective actions. • Assists with investigating and responding to customer comments, concerns, and complaints as required by FTE. • Conducts scheduled and unscheduled visits to facilities to ensure operations are effective and meeting requirements. • Interfaces with the Client’s staff and, and other entities as required to ensure all equipment and facilities repair and service needs are addressed. Ensures that the Client is properly updated on any equipment failures that may affect system reliability and accuracy. • Completes performance reviews for all personnel and makes recommendations for salary increases and any Project incentive programs. Counsels staff on any performance issues and required performance improvement objectives. • Mentors, coaches, and develops staff for career growth.
