AECOM’s Global Support Services \(GSS\) organization resides within AECOM’s Government business line and is comprised of three divisions — International Development, Operations and Mission Support, and Global Programs\. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere\. **Job Summary** AECOM International Development implements the Viable Support to Transition and Stability \(VISTAS\) program for USAID\. The VISTAS program designs and implements activities with local partners through an in\-kind grant system to prevent the further spread of communal violence and rising tensions in areas where conflict may have national implications\. In support of these goals, the program seeks to increase space for meaningful dialogue; build cross\-line interdependency to promote peaceful co\-existence; establish peace constituencies; and counter narratives that support conflict\.
VISTAS is now establishing the post of **Director for Research, Reporting and Evaluation** \. The Director will report to the Chief of Party and will be a member of the VISTAS Senior Management Team\. S/he will hold an advanced degree and have experience ideally in the management and application of research, the monitoring and evaluation of aid programs in conflict zones and post\-conflict countries and the management of USAID\-funded programs in fragile states\. S/he will also need to be computer\-literate and familiar with GIS and other mapping software and systems\. The post is not accompanied and the successful applicant will have to be willing to travel and work in uncomfortable circumstances\.
The Director of Research, Reporting and Evaluation will lead a multi\-cultural team in the following areas:
+ Design, commissioning and management of in\-country field research to inform the implementation of a broad\-based program of in\-kind grants for activities which can prevent or reduce conflict in the states and counties of South Sudan, using both in\-house and external expertise\.
+ Monitoring and Evaluation of VISTAS activities in South Sudan, through the existing systems run by the Monitoring, Mapping and Technology Specialist, M&E team, Program Analyst and the Information Officers, in accordance with the procedures developed over the life of VISTAS, in line with the requirements of USAID\.
+ Management of the new National Conflict Advisor’s post, including the production every two weeks of a synthesis of the Regional Conflict Advisors’ \(RCAs\) weekly reports and the view from the capital and the region, in order to compile a concise, regular overview which can be shared with VISTAS and the donor\.
+ Technical support to the Regional Conflict Advisors deployed in the areas where VISTAS works, so that their analysis can help build a shared approach and a common understanding within the VISTAS team and also with OTI and embassy staff\.
+ Ensuring that lessons are learned from both successful and unsuccessful programs, using or developing the existing systems, so that such learning can be incorporated into the design and development of future VISTAS grants\.
+ Working with RPMs, M&E team, and the SMT to ensure that grants comply with a realistic “theory of change” hypothesis and ensuring evaluation of VISTAS activities both during and after implementation\.
+ Organizing, with the SMT and Washington\-based colleagues, the yearly Strategic Review process and ensuring that its output is understood and communicated across the VISTAS team\.
+ Managing the information team to ensure compliance with the activity database and the promulgation of success stories and lessons learned\.
+ Supervise all weekly, quarterly, and annual reporting, including Performance Management Plans and F\-Indicator reporting\.
**Minimum Requirements** The Director of Research, Reporting and Evaluation must be an individual with sound judgment, excellent oral and written communication, interpersonal and analytical skills and possess a well\-developed political acumen\. Since work may require continued changes in program direction and implementation, including frequent coordination, the individual will be someone who is highly flexible and willing to work and travel under conditions of ongoing change\. The successful candidate will be expected to spend time in field locations in very basic and difficult conditions\.
In addition, the individual should meet the following minimum qualifications:
+ 10 years or more of work experience in international development\.
+ Masters degree in relevant field\.
+ Experience working in fluid, politically sensitive, conflict and post conflict environments\.
+ Experience carrying out research utilizing various research methodologies\.
+ Oral and written fluency in English mandatory\.
**Preferred Qualifications**
+ Experience in South Sudan strongly preferred\.
+ Experience with in kind grants, program\-level strategy and responsive programming preferred\.
