Education: Bachelor's degree in engineering, construction, business or related field, or demonstrated equivalent and 6+ years of related experience. Experience in engineering, procurement and construction projects or operating industrial facilities in a planning and scheduling position including some field experience. . Certification: Pursuit of the CCC (Certified Cost Consultant), CCE (Certified Cost Engineer), ICC (Interim Cost Consultant), PSP (Planning and Scheduling Professional) or EVP (Earned Value Professional) and/or PMP (Project Management Professional) or CAPM (Certified Associate in Project Management) certification is encouraged. Good oral and written communication skills; working knowledge of word-processing and integrated software applications; organizational skills and ability to perform detail-oriented work are required. Position may require the ability to pass and maintain a Security Clearance. Position may require travel.

Purpose and Scope:
The Project Controls Planning and Scheduling Analyst is responsible for supporting project or proposal planning and scheduling activities including engineering, materials management, construction, start up and operations. Project controls provides the tools and systems necessary to effectively and proactively manage, control, and report on cost and schedule for concurrent projects throughout the organization.
Essential Responsibilities:
1. Services include planning, cost and schedule (work breakdown structure) metrics and tools, collecting performance data (installed quantities, expended labor hours, and other progress measurements for direct hire and subcontract work), tracking data (daily cost compilation and monitoring), analyzing (earned value, productivity and risk analysis), and reporting.
2. Identifies and tracks all changes or potential changes to the project scope, ensuring estimates of cost changes and schedule impact are given visibility with the client and project management.
3. Integrates cost and schedule data and reporting with the company's accounting and management information systems to facilitate meeting company performance and financial goals.
4. Provides analysis of schedule data to identify key project issues.
5. Supports the development of plans and schedules for proposals.
6. May assist in leading junior staff through assignment tasks.
7. Assists in tracking corrective actions.
8. Assists in coordination of schedule input from all parts of the organization.
9. Able to identify and assist in analysis of project schedule variances. Identifies and analyzes schedule variances and recommends associated corrective action.
10. Updates and produces scheduling management reports.
11. Assists in the development and maintenance of WBS and helps insure that project coding is effectively used for all cornerstone applications.
12. Able to use drawings and specifications for schedule development.
13. Expert ability to develop CPM schedule logic for engineering, procurement and construction as well as command of cornerstone scheduling system.
14. Able to resource load schedule and perform remedial schedule risk analysis.
15. Responsible for assembling data for schedule updating.
16. Familiar with construction contracting and the scheduling implications of contract terms.
17. Measures progress and reviews invoices of contractors.
18. Reviews purchase orders and subcontract schedule status and provides management with input on subcontract performance.
19. Knowledgeable of scope control and change management and has demonstrated ability to incorporate directed changes into schedule baseline. Knowledgeable in earned value methodology.
20. Assumes responsibility for some elements of baseline schedule and associated maintenance.
