**About the Business Line** **Government**
AECOM’s Global Support Services \(GSS\) organization resides within AECOM’s Government business line and is comprised of three divisions — International Development, Operations and Mission Support, and Global Programs\. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere\. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world\. GSS supports the U\.S\. Government, non\-U\.S\. Governments and industry clients with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support\.
**Job Summary** The Project Manager will have management responsibility and supervisory responsibilities for a contract that is in the logistics department, including supply counter, shipping/receiving, and warehouse support\. Additionally, the PM is responsible for effective coordination with the support functions including
ES&H, Purchasing, Contract Administration, Human Resources, Operational Security, and Financial Management\.
The successful candidate will be able to interface with the prime contractor as well as the Government Client\. The ability to effectively communicate and negotiate technical, contractual, and cost issues is imperative\. A comprehensive understanding of general US Government Contracting including CLIN
accounting and cost management is required\. Solid financial and contractual acumen is a must\. An understanding of the Intelligence Community is essential to effective performance\.
This position will report directly to the Management Services Group, Vice President and Sector Manager and will have specific performance criteria including revenue and EBITDA achievement\.
Essential Functions:
+ Oversee, coordinate and supervise activities and performance of 30\-40 program personnel to ensure the program performs in accordance with established technical, environmental, safety, security, and financial guidelines
+ Establish program policies and procedures to ensure safe, reliable, and efficient program performance
+ Develop, plan, and implement goals and objectives for the program
+ Communicate operating philosophy, objectives and expectations to the program staff
+ Initiate, direct, coordinate, and monitor the performance of the program staff
+ Ensure compliance with all Company policies, procedures and business practices including Safety, Security, Ethics and Code of Business Conduct, and with all contract requirements
+ Resolve problems and/or conflicts and maintain open communication with the customer
+ Foster a partnership with corporate liaisons for program support
+ Advise company management of any developments that may affect profit, schedule, costs,
+ customer relations, public relations, and inter\-departmental relations
+ Assimilate management information and issue reports detailing activities
+ Review and approve expenditures for materials, equipment, tools, supplies and subcontracts
+ Prepare proposals for additions, deletions and changes to the contract scope as requested by the
+ customer
+ Track, analyze and trend program costs
+ Oversee invoicing for customer, based on contract type, terms and conditions
+ Identify and pursue new contract growth opportunities
+ Review employment actions and assignments of program staff
+ Participate in contract negotiations as required
**Minimum Requirements**
+ Have a minimum of 7 years of experience in logistics support and at least 7 years in a direct management role
+ Have excellent oral and written communication skills
+ Mentors and develops staff, providing leadership and an environment which encourages teamwork, initiative and growth
+ Experienced with contracts and project management in a government contracting environment
+ Extensive background in budgeting, contracting estimating, finance, logistics, presentations, purchasing, and scheduling
+ Minimal domestic travel is required
+ Security: Must have an active TS/SCI clearance with the ability to obtain a Poly
