Position Summary The scope of the position includes management and operations of a contact center and back office in support of a tolling program. Back office operations include payment processing, image review, video billing, mailing operations, walk-in center operations, transponder inventor, violation processing and other functions as may be required to provide full service operations. The Project Manager leads a staff of 4 to 7 key managers and is fully responsible for the overall operation and management of a toll industry customer contact center and back office to include the delivery of exceptional customer service, safeguarding company and client funds and property, and representing the company to the client. The Project Manager shall deliver industry-proven, customer-oriented solutions that meet the requirements of the program and the objectives of the client. This position is the key point of contact for the client management team for all functions and supports the client in developing solutions and identifying areas for improvement to assure maximum program efficiency and customer service levels. The Project Manager is responsible for completing projects to the satisfaction of the client and also consistent with cost, schedule, and contractual requirements. The Project Manager ensures that established company goals are realized while maintaining client relations that will enhance future business. Communication Skills: • Demonstrate consistent, effective, and efficient written and oral communication skills at the project level (client, internal resources, suppliers, subcontractors, consultants, etc.) as well as with internal corporate leadership. • Communicate with integrity and candor. • Ability and experience developing and writing proposals. Execution Planning: • Understand and execute the project, employing the Project Execution Plan developed in the proposal stage and expand it to be effective and in compliance with requirements for each project phase. • Ensure development and adherence to the project Work Breakdown Structure, Asset Management, and Workflow Management elements. • Establish, track and report status against key performance indicators or contractual metrics on a routine basis or as required by contract. Implement corrective measures when measures are outside service levels or bandwidths. • Identifies areas of weak performance and promptly develops and executes corrective action plans. Financial Performance: • Understand the scope of work, technical requirements, and commercial terms of the project contract. • Understand and comply with FARs when necessary for government contracts. • Monitor and ensure contract compliance. • Support the project team in negotiations with major suppliers, subcontractors, licensors, consultants and others. • Demonstrate strong scope control skills. • Demonstrate knowledge of the Cost Control tools and procedures. • Manage performance and progress against the plan and ensures accurate forecasts with commensurate action plans. • Establish annual operating budgets in cooperation with customer and company financial requirements. • Manage physical assets deployed to the project. • Provide accurate monthly forecasts of cost, schedule, and resource utilization. • Consistently meet or improve upon the established financial goals on the project. Business Development: • Work with Business Development to increase scope of services on existing contracts. • Support proposal process for tolling group on bids for new work. Safety Consciousness: • Ensure establishment of a comprehensive ES&H Plan including a Crisis Management Plan. • Ensure that the Plans are aggressively monitored and requirements are enforced. • Actively participate in execution of the plans, including emphasizing the plan in new hire orientation. • Obtain, manage and maintain STS Certification for required project personnel.
