Our global network of top\-tier specialists delivers comprehensive services over the full life cycle of a project to benefit clients in government and private industries\. **Job Summary** The Program Manager leads the efforts of the various Project Managers, Construction Managers and Inspectors, as may be assigned over time to work on elements of an airport development program at a major northwest area air Owner\. This position will report to the Program Director\. The Program Manager will have the overall responsibility and authority for delivery of the assigned element\. The Program Manager may delegate certain day\-to\-day activities/responsibilities to subordinate project staff however; the Program Manager remains fully accountable for the successful execution of the assigned element\. To be successful, the Program Manager must be accomplished in planning, organizing, directing and controlling all aspects and phases of the assigned element while working in a design\-build environment where the Design\-Builder controls both design and construction\. The responsibilities of this position include, but are not limited to: + Lead and support the efforts of the various Owner project managers, resident engineers, construction inspectors and consultants assigned to work on the assigned element + Determine staff needs, recruit qualified staff, and maintain appropriate staff levels during life of program, train staff in the design\-build delivery and counsel staff on performance + Promote preventive problem solving techniques to reduce construction related claims and minimize substandard work + Ensure that the project manager, resident engineer\(s\), construction inspectors and consultants are communicating all relevant cost and schedule information to the Cost/Schedule Controls Manager + Ensure effective utilization of applicable consultant personnel under the Program Design Manager + Consult with the program leader on any project\-related problems that are beyond the Program Manager’s ability and/or authority to resolve + Participate with the Program Leader and support staff from the Controls Group in the negotiation of the Guaranteed Maximum Price \(GMP\) for the overall Project + Collaborate with the project managers and design\-builder to monitor \(and provide input to\) the development of the target budget and schedule + Collaborate with the Resident Engineer\(s\) and Inspectors to: ensure the Design\-Builder has timely access to the various locations on the airport that the Design\-Builder determines are necessary to conduct site investigations; monitor the Design\-Builder’s construction planning and phasing to ensure the target schedule is not exceeded; monitor subcontractor outreach and pre\-qualification and to monitor any trade bidding that might take place prior to setting Guaranteed Maximum Price \(GMP\) for the overall project; monitor the construction of early packages to ensure the target schedule is maintained + Collaborate with project manager to monitor the evolution of design to ensure the target budget is not exceeded + Ensure the design contract documents are completed, commissioning is competently overseen by the Owner’s independent Commissioning Agent and that Owner and CBP staff are prepared to activate the new facility for turn\-over to airline and passenger operations + Assist the design\-builder in coordinating with the Owner regarding building permits, inspection and testing and Certificates of Occupancy + Work closely with the various Owner and stakeholders to ensure robust and timely stakeholder involvement in the design\-build process to ensure stakeholder understanding and buy\-in as various design, cost and phasing options are evaluated and presented to the Owner by the design\-builder **Minimum Requirements** •Bachelor's degree in construction management, architecture, engineering or related field •Ten or more years of related work experience in working on large, complex, and highly visible capital projects and interacting with a variety of internal and external customers and stakeholders is required •Knowledge of federal, state and local regulatory agencies and related regulations, guidelines and procedures as they relate to capital construction projects •In\-depth knowledge of management concepts and demonstrated ability to apply those concepts to coordinate, lead and manage multi\-discipline engineering and construction staff both in\-house and consultants •Demonstrated strong interpersonal skills to interact with a variety of internal and external customers and stakeholders on significance matters •Ability to oversee and manage highly complex projects of significant size and scope **Preferred Qualifications** •Previous airport experience •Experience with Alternative Project Delivery methods •Demonstrated knowledge in the use of project controls as a management tool, including effective change management process •Working knowledge of design, construction, and contracting management •Skilled in leading a large team to design and build a major airport terminal area •Effective, team oriented communication and leadership style •Highly developed verbal and written communication skills •Proven effective negotiation and facilitation skills •Ability to take ownership for success/failure of area of responsibility •Work under pressure on high\-profile complicated assignments •Identify and incorporate a broad spectrum of stakeholder interests •Ability to serve as an expert adviser with unique skills and abilities in a unique area •Ability to proactively respond to and resolve highly politically sensitive or controversial issues •Demonstrated ability to effectively interact with executive leaders;
