**Job Summary** The Design & Consulting Services Group is seeking a Construction Manager \(CM\) to join their team\. The successful candidate will provide on\-site owner representation and manage the daily construction activities\.
The responsibilities of this position include, but are not limited to, those listed below:
• Meet construction management operational standards by contributing to strategic plans and forward thinking
• Create value to the customer by developing strong working relationships; proactive thinking and actions; implementing production, productivity, quality, and customer\-service standards; problem solving and identifying continual improvements
• Assist with the creation of construction procedures to guide construction management staff in meeting project goals and milestones; monitoring and evaluating schedules; identifying variances; tracking and follow up, and implementing corrective actions
• Assist in preparation of construction monthly progress reports for presentations at team and executive session meetings by collecting, analyzing, and summarizing construction data and trends
• Update job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks
• Work with the client, client representatives, staff and management in a collaborative manner within a context of good human relations
• Monitor onsite construction activities including but not limited to, the verification of materials and equipment on hand, schedule invoices pertaining to materials, progress of onsite construction work and completion dates
• Work with CDCR and Contractors to find areas of opportunity to improve project and milestone schedule
• Monitor Contractors’ progress
• Make recommendations to SCM for assessment of liquidated damages as necessary
• Analyze and make recommendations on weather impact
• Coordinate with utility companies as necessary
• Respond to stakeholder questions and facilitate stakeholder participation in project
• Coordinate with Activation Team, Institution and other project stakeholders
• Conduct job site meetings with the Contractor including weekly progress meetings, quality, scheduling and phasing, payment, and other coordination or field activities as they occur
• Provide recommendations and documentation regarding: Contract disputes, Schedule Variances, Change Orders \(CO\) and Propose Change Orders\(PCO\), Liquidated damages, Architect potential errors and omissions
• Assist the SCM with receiving, reviewing and responding to all correspondence from the Contractors and initiate replies for SCM’s signature
• Evaluate Contractors’ proposed change order proposals for merit, cost and schedule impact and mitigating alternatives\. Develops the state’s estimate and assists with negotiations
• Prepares all PCO and CO documentation for SCM and CDCR approval\. Updates and maintains PCO and CO Logs/Contingency Reports
• Participate in risk analyses identification and mitigation strategies
• Develop and maintain project files for issues which have the potential to result in disputes
• Review and provide input to CDCR and SCM on the adequacy of Contractors’ personnel, equipment, materials and supplies
• Receive, track, and monitor Contractors’ submittals to and from responding parties
• Distribute approved submittals to State Inspectors
• Track review times to verify timely and comprehensive response
• Report submittal status to SCM and CDCR\.
• Update and maintain submittal Log
• Receive tracks and monitor all Requests for Clarifications \(RFCs\) to and from responding parities
• Distribute RFCs to State Inspectors
• Track review times to verify timely comprehensive response\. Reports RFC status to SCM and CDCR
• Update and maintain RFC Log
• Verify the Inspector of Record has reviewed each RFC for Fire Marshal and accessibility compliance
• Verify RFCs are posted on construction documents and kept current
• Verify, process and recommend approval of Contractors’ progress payments
• Update and maintains Payment Log
• Monitor Contractors’ conformance with permits, CEQA and settlement requirements
• Assist SCM, CDCR with tracking and processing of permits, CEQA and settlements as appropriate
• Assist the State inspectors and monitors Contractors’ conformance with quality requirements
• Coordinate with inspectors and CDCR staff on the development of a list of deficiencies to determine Contractors’ compliance and completion of work
• Manage the correction of such deficiencies and maintains NCN Log
• Assist with input to the monthly report, exception reports, and contingency reports submitted to CDCR in its FRAME system
• Coordinate the schedule for installation and the receipt of the owner furnished equipment with the Contractors’ schedule
• Review the Contractors’ Daily Reports for accuracy and completeness
• Coordinate start\-up, testing and commissioning of building systems with the commissioning agent
**Minimum Requirements** • Bachelor's Degree in Construction Management, Architecture, Engineering or related field
• Minimum eight years of experience in managing projects in the $20M and above range as a Construction Manager or Field Manager
• Minimum two years experience on California public works projects
• Ability to organize and manage small contractors on very complex projects and coordinate with public agency
• Thorough knowledge of engineering and construction principles, practices and procedures, applicable laws and government regulations, principles of management and supervision and procedures and policies of departments and facility
• Ability to estimate and review contractors’ schedules
• Demonstrate proactive problem solving skills
• Strong customer service skills
• Excellent communication skills \(written and verbal\)
• Experience in the public contract code arena
• Possess a thorough knowledge of contract administration and office procedures
• Ability to use working knowledge of working environment to meet established goals and objectives
• Must be able to pass CDCR security clearance criteria for entry into active prison sites
• Superior knowledge in MS Office \(Word, Excel, PowerPoint\), P6 Scheduling and SharePoint
