Job Description: Independently plans and accomplishes complete projects or studies of broad scope and complexity. May serve as an expert in a narrow aspect of a particular field of engineering, e.g., environmental factors affecting electronic engineering. Complexity of assignments typically requires considerable creativity and judgment to devise approaches to accomplish work, resolve design and operational problems, and make decisions in situations where standard engineering methods, procedures, and techniques may not be applicable. May provide advice on unusual and controversial problems or policy matters; completed work is reviewed for compliance with overall project objectives
Essential Responsibilities:
1. Prepares designs and specifications for various complex equipment or systems (e.g., a heating system in an office building, or new electronic components such as solid state devices for instrumentation equipment).
2. Plans approach to solve design problems; conceives and recommends new design techniques; resolves design problems with contract personnel, and assures compatibility of design with other parts of the system.
3. Designs and coordinates test set ups and experiments to prove or disprove the feasibility of preliminary design; uses untried and untested measurements techniques; and improves the performance of the equipment. May advise equipment users on redesign to solve unique operational deficiencies.
4. Plans approach and conducts various experiments to develop equipment or systems characterized by (a) difficult performance requirements because of conflicting attributes such as versatility, size, and ease of operation; or (b) unusual combination of techniques or components. Arranges for fabrication of pilot models and determines test procedures and design of special test equipment.
5. Conducts site investigations and building inspections to determine existing conditions prior to and during the project development phase where drawings do not exist.
6. Conducts inspections of buildings and sites after project completion to determine as-built conditions and correct existing drawings as required.
7. Reviews drawings for projects under review to determine whether the drawings meet established guidelines; contain appropriate dimensioning and notes; and provide clarifying details, reviews and sections.
8. Recommends changes required as a result of review.
Perform all other position related duties as assigned or requested.
Work Environment, Physical Demands, and Mental Demands:
Work is performed in a shop environment that is moderately lighted, heated and ventilated, is exposed to disagreeable fumes and to cuts and bruises from using tools in close placed and hazards of moving vehicles such as forklifts and sweepers in shop area. While performing the duties of this job, the employee is regularly required to stand; use hands to finger, handle, or feel; and talk or hear. The employee frequently is required to walk; reach with hands and arms; and stoop, kneel, crouch, or crawl and work in tiring and uncomfortable positions. The employee is occasionally required to sit, climb or balance, and taste or smell. Frequently lifts items weighing 15-25 pounds and occasionally in excess of 44 pounds. The employee is required to push, pull, turn and position parts, assemblies equipment, and tools. Lifts and moves heavier items with the assistance of other workers and with lifting devices such as jacks, hoists, and cranes. Often exposed to the possibility of receiving burns and skin irritations from acid, fluids, and lubricants. The employee is required to follow prescribed safety practices and use safety equipment such as protective ear devices, hardhat, hard-toe shoes, respirators, and protective clothing. Safety items may be uncomfortable to wear or use, and may be worn or used for long periods. The employee is frequently exposed to moving mechanical parts, extreme heat, and vibration. The employee is occasionally exposed to wet and/or humid conditions; high, precarious places; fumes or airborne particles; outside weather conditions; extreme cold; and risk of electrical shock. The noise level in the work environment is usually loud or unsafe conditions, questioning nonstandard operations or environmental factors that may involve unmitigated hazards, and providing feedback to supervisors and managers on all safety issues.
