Minimum Requirements: For Logistics Analyst 4 (LA4), a Bachelor's degree and at least 5 years of related experience is required. Additional related experience may substitute for degree requirement.
Current USMC operations experience is a plus. Must have a demonstrated ability to apply expert practices and procedures within the operational and organizational structure of the Marine Corps, provide technical direction to subordinate / adjacent staff, provide professional findings of technical analysis in the form of reports and presentations, and to execute complex technical tasks. Must have excellent writing and communication skills, and strong verbal and interpersonal skills; as daily interaction with all levels of management will be required. Selected candidate must be a self-starter and able to work well, independently, with minimal supervision and broad direction. Must have the ability to work in a small, fast-paced, organization; which will support tactical vehicle managers and analysts. Strong working knowledge of Microsoft Office applications is required. Progressive technical experience with life-cycle logistics management in support of the acquisition of MCSC systems is preferred
This position may require travel up to 10%.
The position will require ability to obtain and maintain a security clearance. Current clearance is highly desired.
Job Description: AECOM is seeking Marine Corps Operations Support Subject Matter Experts (SME) to support Marine Corps Systems Command (MCSC) Programs.
The selected candidate will be responsible for comprehensive operational coordination and support of multi-faceted MCSC Program operations support. Under the guidance of the Program/ Technical Manager, responsible for: performing internal and external USMC and contractor personnel and equipment deployment coordination, documentation, planning, and closure tasks; coordinating the allocation and use of resources to accomplish MCSC operational objectives; ensuring the quality and content of technical products; and providing decision support.
This position requires comprehensively demonstrated experience providing operational planning, guidance and executing Marine Corps’ Operations support methodologies; including full-spectrum collateral global intra- and inter-Service coordination. Incumbent will be responsible for: processing and submitting facility requests, collecting and consolidating responses to Marine Corps Action Tracking System (MCATS) taskers, preparing forward deployment packages for military, government civilian and contractor personnel travel to combatant commands’ areas of responsibility, issuing and recording technical asset management records, executing and administering the quarterly Consolidated Memorandum Report (CMR), and creating and maintaining audio and visual informational media, bulletin boards and video / audio displays.
Candidate will be responsible for: maintaining accountability and proof of compliance for personnel deploying to Combatant Commands, maintaining and updating the Urgent Universal Needs Statement (UUNS) data base tracker system, providing updates in Excel or PowerPoint to MCSC members and key stakeholders, assigning document numbers for MCSC equipment shipped outside the continental United States, contacting and coordinating with Marine Corps’ Air Clearance Authority (ACA) to ensure receipt of Transportation Control and Movement Documents (TCMDs) and Military Shipping Labels (MSLs) for shipments, maintaining accountability and in-transit visibility of equipment being produced for and shipped in direct support of Operation Enduring Freedom (OEF), enter shipments into the MCSC Equipment Log and tracking the status of shipments to their final destination, accessing the Global Transportation Network (GTN) to obtain and report shipment status, updating and maintaining the MCSC deployed status report, and assisting in the coordination of training, display and other organizational events in support of Government and industry functions.
This position requires comprehensively demonstrated experience planning and developing, providing technical guidance for, and executing MCSC Operations support processes and procedures, including associated logistics performance metrics; experience researching, analyzing and preparing Marine Corps’ operations performance metrics; experience developing planning concepts and documentation for operations and support for deployments and contingency planning; the ability to analyze functional operations requirements for MCSC PMOs/PdMs; provide operations readiness management support to the MCSC in preparation for deployments; lead efforts to ensure individuals and units are accounted for and reported posture is accurate; experience planning, developing and implementing individual, crew and organizational-level technical support deployments.
The successful candidate should possess the ability to track, process, produce and distribute deliverables and monitor comment on status; collect and analyze performance data; assess and quantify cost / schedule / management / business status and risk; evaluate trend and project cost completion estimates; participate in program management reviews and business meetings; and prepare and coordinate inputs for acquisition documentation, status reports, briefings and information inquiries. As required, conduct technical evaluations; including fact finding, cost / technical trade-off analyses and evaluation report writing. Possess the demonstrated ability to support preparation of cost estimates for evaluation of alternatives. Conduct special studies and evaluations, research and analyze problems and determine element requirements with minimum supervision. Collaborate with customer(s) to define, coordinate and track the status of deploying and deployed personnel. Provide advice on management and business element planning and implementation. Review program reports, technical papers and procedures. Provide comments and consolidate and adjudicate comments from various organizations and prepare reports as required. Prepare program management correspondence (i.e., letters, memos and route sheets), charts, spreadsheets, and prepare analytical reports and meeting minutes as required.
