**Job Summary** Highways Operations \(HO\) is the focus for highways maintenance, management and operations within the AECOM Transportation – Europe Sector working with Government Agencies and wholly owned public sector companies and Local Authorities, working independently as AECOM or in Joint Venture \(JV\) and other arrangements with contractors\.
The role of the Highway Operations Director \(South / Midlands / North\) is to oversee the operation of the HO business in the allocated region including: \-
Develop and lead strategies to establish and maintain long\-term relationships with local clients;
To be outward facing, developing the market and supporting work winning initiatives to create the necessary pipeline of work to support continuing growth;
Oversee and develop AECOM contracts in allocated region, including at JV Board level if required, overseeing financial and operational performance\.
Key Responsibilities
Work Winning
Support the delivery of sales and margin in the Sector to satisfy the annual budget and maintain the pipeline of work to a level that will secure future budgets, both in terms of NSR and gross margin\.
Enhance the company’s position in the market sector by raising the corporate profile and the profiles of key individuals who are able to influence the market place\.
Ensure that all marketing and bidding activity within Sector conforms to best practice \(e\.g\. AECOM Risk Management procedures, Go/ No Go, Bid processes\)\.
Support the agreement of key pursuits and appropriate budgets for bidding\.
Support the production of a three\-year Highways Operations Business Development Plan as necessary with geographic plans\.
Manage key client organisations specific to the region\.
Resource Management
Support the development of and maintain viable teams for each geographic market place\.
Identify existing and future local skill deficiencies based on existing market opportunity and future trends\.
Develop sufficient contract specific leadership to ensure implementation of best practice across the region\.
Ensure staff are competent in all aspects of health & safety relevant to the sector or sub sector and identify projects where on\-going health surveillance may be required\.
Skill Development
Identify highways operation, management and maintenance skill and process gaps within the region required to maintain a competitive advantage, and work with the Head of Highway Operations to develop a programme of learning and development\.
Work with Highway Operations contract managers to identify individual training and learning needs\.
Key Actions
Maintain Sector information on committed revenue within the Salesforce system, particularly financial information required for business planning\.
Achieve the key performance indicators as per budget on a monthly basis, with particular focus on:
o Sector NSR sales
o Sector Gross Margin
o Sector pipeline analysis
Where a Board representative for JV contracts, represent AECOM’s interests including but not limited to: \-
o Prepare and present monthly JV performance report to Head of Highway Operations and other senior AECOM Directors\.
o Recommend and arrange for financial and governance audits of the JV on behalf AECOM as deemed necessary\.
o Where appropriate develop effective working relationships and work proactively with all Clients to maximise JV and AECOM turnover and profitability\.
o Be a focal point for all AECOM seconded staff for both HR and Technical issues\.
o Ensure AECOM HSQE requirements and standards are embedded within the JV\.
o Quantify AECOM resource requirements \(seconded or other ‘sold in services’\) and work with HR and Talent Acquisition and others to secure such resources\.
o Oversee the coordination of AECOM ‘sold in services’ to the JV\.
**Minimum Requirements** Must be prepared to undertake the appropriate medical tests that permit people to work on the relevant project e\.g\. drugs and alcohol tests\.
Review annually in January this Job Description and Personal Safety Plan for the year ahead checking and confirming its appropriateness and for direct reports
Experience
o Significant post chartership experience in management of highway operations and maintenance contracts at a senior level\.
Skills

**Preferred Qualifications**
o Educated to degree level or equivalent
o Highways Industry related professional qualification
