**Job Summary** Location: Texas metro \(Dallas\-Fort Worth or Houston\)
The Deputy Program Manager \(DPM\) will play a critical role in managing, monitoring and setting standards and directionto teams delivering multiple large, medium or several small construction projects, and ensures on\-schedule completion within or below budget in accordance with contractual obligations\. The Deputy Program Manager works in close coordination with the Program Director and is responsible for the contractual scope management, operations, financial management and performance of the program to meet client goals and objectives\. Plans and defines program goals and devises methods to accomplish them; develops in\-depth knowledge of client objectives, contract terms, and corporate policies\. Should be familiar with the integration of engineering/technical aspects, financial management, program controls, as well as procurement and construction activities\. Experience in K\-12, Community Colleges, Higher Education and/or Program Management is a requirement for this position\.
**SPECIFIC RESPONSIBILITIES** :
Coordinate and lead team efforts to develop estimates and manage budgets consistent with timeline requirements for design and construction projects, report compliance to budget, recommend adjustments, obtain approvals, assess risks, prepare and review documents, and review and recommend approval for change orders\.
Manage and monitor project schedules, progress and costs\. Consolidate, communicate and manage all issues and risks affecting the projects, and ensure the timely communication of project status to project participants and stakeholders including all internal and external clients\.
Conduct Project Management meetings with design and construction teams, and other resources to align project requests with client goals and ensure proper schedules and budget allotment\.
Analyze contractual and financial performance and direct activities to improve performance\.
Act as one of the Company representatives with the client and assist with selection of contractors and vendors during the program execution\. Negotiate changes to the scope of work with the client and key contractors\. Responsible for following up on instructions and commitments associated with the projects and the program\. May participate in negotiations with regulatory agencies and in public meetings in support of clients\.
Oversee establishment of Program Management and Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and all other documents as required\.
Establish the program requirements for all areas of the project, and monitor the draft and final deliverables for adherence to these criteria\.
Plan, direct, supervise, and control the execution of all business, technical, fiscal, and administrative functions of the assigned project\. Assign responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths\. Provides input to performance reviews and development plans for subordinates\. Field responsibilities may include labor relations, local procurement and payroll operations, etc\., if required\.
Train and monitor staff to ensure delivery of quality program executions\. Identify and recommend processes to be improved to drive continuous improvement in deliverable quality, scope and schedules
Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project\. Ensures that the project meets or exceeds goals established in these plans\.
Works with the key project individuals to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work\. Advises the client and company management of any such changes\. The DPM is specifically responsible for maintaining current and timely change orders\.
Promotes technical and commercial excellence on the project through application of Quality Assurance processes\. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule\. Establishes weekly meeting to review project status and formulate action items\.
Performs other responsibilities associated with this position as may be appropriate\.
**Minimum Requirements** 4\-year degree in Engineering or related technical/business field and at least 15\+ years of related work experience is required\. Candidate should have a broad general technical and business background, previous program and construction management experience, ground\-up/addition/renovation projects experience, and educational / K\-12 projects\.
Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are also required\. In addition, must be knowledgeable of current technology and how it can be effectively utilized on the project\. Ability to publicly present project updates or recommendations on behalf of a client in a clear and businesslike manner\. This individual must possess the ability to think on one’s feet and safeguard both AECOM’s and the client’s interests at all times\.
**Preferred Qualifications** Certification with CMAA \(CCM\) or a PMI \(PMP\) certification is highly preferred, but not required
Ability to relocate for 1\-5 year assignments as necessary, is preferred\.
